Once approved by majority vote, each project receives US$10,000 in state funding, transferred directly to the community for self-managed execution.

Petropiar currently produces around 90,000 barrels per day. Shell is expected to take over operations in PDVSA’s Punta de Mata division in Monagas state under a model allowing the state oil company to lease projects to private operators in exchange for a share of production.

A US federal judge has declined to dismiss the case against Venezuelan President Nicolás Maduro and First Lady Cilia Flores during a hearing in Brooklyn.
Judge Alvin Hellerstein rejected defense arguments that sanctions blocking access to Venezuelan state funds justified dropping the charges, but indicated the issue could be revisited. He also challenged prosecutors’ claims, noting sanctions prevent the defendants from using personal funds and stating they “no longer represent a threat.”
Flores’ request for a medical evaluation was approved. Both defendants remain in custody, with a new court date to be scheduled.
