I'd like to know how I can just get everything on my pages to either grow or shrink depending on window size. I have my page layout the way that I like it, but my website looks super enlarged on my phone and tablet. How should I go about making the layout look the same on all devices, just scaled for their screen sizes??

So, I'm working on a simple project, but it's my very first time making anythnig with HTML and so I still have a lot of questions. for this project, I need other people, who would scan a QR code or enter a link, to be able to go to the html page I've created and than do the form I've created on there. How do I do this? It just has to work for 1 evening so if need be my computer can stay on all night, but I'm not sure how I go about this. it doesn't need a domain name, it's just that anybody, if they have the link, needs to be able to go the page.
If possible, keep the suggestions free.
EDIT: for clarification, the project is: people scan a qr code on a poster, go to my page, choose there options, this information gets sent to a php page, and if needed the php sends the results back. but that's not the thing I'm worried about.
