Chez Scheme Visual C++ runtime prerequisite note

Chez Scheme Windows deployments should include the Microsoft Visual C++ v14 Redistributable runtime for the package architecture before install/update. If both x86 and x64 builds are used in the estate, stage both runtimes so detection and launch tests do not fail after the installer completes.
