Doxygen update pre-close and download-source note

For managed Doxygen Windows updates, close Doxygen before launching the installer. The Windows package can return Exit Code 1618 when Doxygen is open during update; add a pre-update close or conflicting-process step and verify the app relaunches from the updated binaries afterward.
