For managed Microsoft Edge MSI deployments, use DONOTCREATEDESKTOPSHORTCUT=true when the deployment should suppress desktop shortcut creation. If Edge refuses to install or update, check Edge Update policies under HKLM\SOFTWARE\Policies\Microsoft\EdgeUpdate; values such as InstallDefault=0, UpdateDefault=0, or a disabled AutoUpdateCheckPeriodMinutes policy can block install/update behavior. Fresh Windows images with only inbox Edge may not have the same registry values that enterprise update applicability rules expect; if Edge updates do not evaluate as applicable, deploy the Edge MSI application once and then resume normal Edge update targeting.
