PicGo config-file deployment note

For managed PicGo/PicGo-Core use, standardize the uploader configuration by distributing a tested JSON config to the user profile and invoking PicGo-Core with an explicit config path, for example picgo -c "%USERPROFILE%\.picgo\config.json". This keeps the default uploader, plugin list, and server settings consistent while still allowing per-user credentials where required.

Do not treat the desktop app and PicGo-Core as interchangeable in detection rules: package the desktop app from the official PicGo releases, and use the official PicGo-Core project when your deployment depends on the picgo CLI.
