Python Install Manager runtime-management note

Python’s Windows documentation treats Python Install Manager as a runtime-management workflow, not just a one-time installer. For managed endpoints, decide whether users should install runtimes through the manager and document commands such as py install; detect the installed Python runtime separately from the install manager itself.
