AWS Session Manager Plugin CLI prerequisite and silent install note

For automated Windows deployment of the AWS Session Manager Plugin, deploy the MSI with a normal quiet Windows Installer command such as msiexec /i session-manager-plugin.msi /qn /norestart /l*v C:\Logs\SessionManagerPlugin.log. AWS documents the plugin as the local component used by the AWS CLI to start Session Manager sessions, so also verify that AWS CLI version 1.16.12 or later is present before troubleshooting plugin launch failures.
