To address these challenges, Clore Leadership, in collaboration with Arts Council England, UKRI Arts and Humanities Research Council, and the Paul Hamlyn Foundation, has undertaken groundbreaking research to explore the realities of the cultural workforce.

This extensive research, informed by conversations with cultural organisations and leaders across the UK, sheds light on the urgent need for systemic change in leadership, organisational practices, and workforce wellbeing. The World of Work research highlights key issues: leadership burnout, retention struggles, the persistence of outdated structures, and the demand for more diversity and inclusion across the sector. These findings underline a crucial call to action—one that requires a collective effort to reimagine how the arts and cultural industries operate.

We invite cultural leaders to dive into these reports, engage with its insights, and join us in a unified effort to reshape the cultural workforce. Together, we can create the conditions for meaningful change—one that will safeguard the vibrancy of the arts for generations to come. Let’s imagine it different.

Reframing the World of Work:  The Journey to Change

Imagine it Different: Interventions for Change

We’re thrilled to present the culmination of our ground-breaking year-long exploration into the evolving landscape of the cultural sector. The Imagine it Different report (in partnership with the Paul Hamlyn Foundation) draws on the breadth and depth of insights gained over the past year, to pinpoint key points for reflection, action, and change; priorities that can disrupt embedded trends, respond to, and improve the experience of sector leadership now and in the future.

Over the past year, we’ve embarked on a transformative journey, delving deep into the challenges and opportunities facing cultural leaders in today’s rapidly changing world. Our trilogy of investigations – the World of Work Survey, Leadership Now Assemblies, and Imagine it Different – has brought together diverse voices from across the sector to paint a vivid picture of where we are and where we need to go.

The Interventions for Change recommendations are a reimagining of structures, processes and paradigms, which Clore Leadership hopes will result in genuine systemic change.  These include enshrining values-based leadership within everyday practice; addressing issues and gaps around professional development (CPD); creating shared resources; more flexible and open commissions for funding; re-establishing the arms-length principle for non-government department bodies; and strengthening advocacy for the sector.

Accessible Versions

World of Work Series

The World of Work is a programme of research delving into the evolving nature of work  and leadership in response to the continually shifting backdrop marked by Covid 19, financial constraints, eroded trust, new technology and evolving workforce dynamics.  The aim is to empower leaders to instigate collaborative solutions, and foster a more connected, resilient, and thriving cultural leadership. It consists of:                                

  • Imagine it Different (in partnership with the Paul Hamlyn Foundation): drawing on the breadth and depth of insights surfaced through the Survey and Assemblies to pinpoint key points for reflection, action and change.
  • World of Work Survey (in partnership with the UKRI Arts and Humanities Research Council): combining qualitative and quantitative data to understand how the world of work has changed and what the impact of these changes is for leaders in the cultural sector. Data from 426 survey responses was assessed.
  • Leadership Now (in partnership with Arts Council England): five Assemblies that brought together the sector workforce for discussion, exchange and shared solution-finding. The  Assemblies engaged a total of 356 sector leaders.

In addition to the core partners, Arts Council England, UKRI Arts and Humanities Research Council and Paul Hamlyn Foundation, twelve arts organisations including Creative UK, Museums Association, National Lottery Heritage Fund, Arts Marketing Association, Attitude is Everything, Cultural Learning Alliance, Living Wage Foundation, Inclusive Arts Alliance (Inc. Arts UK), Access All Areas and 64 Million Artists have already pledged their commitment to take a lead and help drive forward these critical Interventions for Change
