Size: 3mm head to wing tip.
Several (~60) of these were tucked behind the bark of a dead oak tree and were hiding amongst the silk cocoon, larval and pupal exuviae, left over from a Giant Leopard Moth (Hypercompe scribonia)

Neat -- I've found individual gracillariids overwintering behind bark, but never a big group like that.

This looks to be Phyllonorycter celtifoliella.
