Initiate drag from screen to capture screenshot

The captured screenshot should become attached to the "drag," allowing it be "dropped" elsewhere as a PNG file. For reference, this feature request comes from having the same functionality in Wabbitemu.

It used to exist. And then I removed it because it didn't work quite how I wanted it to due to Qt weirdness. I think I have a plan on how to improve it; I might not get a chance to add it until Monday night though.
