language-javascript constraint is >= 0.37, and compiles fine with 1.

Does >= 0.37 imply < 1?

On Hackage at least, I see the constraint as:

>=0.3.7 && <1

Ok, I just bumped into a similar problem with Strafunski-StrategyLib. I think cabal does some behind the scenes heuristics to the upper bound.

I wlll bump it and re-release

@alanz Looks like there's still a broken constraint in the test suite.

The simpler a fix looks the more likely to screw up the implementation.
