Devcontainer feature not published

Devcontainer feature support was merged in #861

But it is not yet published, and publishing is disabled ad9b4b9

You will get an error like this when trying to use it

Could not resolve Feature 'ghcr.io/microsoft/apm/apm-cli:1'.  Ensure the Feature is published and accessible from your current environment.
Feature 'ghcr.io/microsoft/apm/apm-cli:1' could not be processed.  You may not have permission to access this Feature, or may not be logged in.  If the issue persists, report this to the Feature author.

I assume there is an internal process required to enable publishing. I am adding this to track it and to help others find it when trying to make APM work in a devcontainer.

Hi @ScottGuymer , we do need to take the time to clear out the publication internally. It's not something I am prioritizing at the moment due to the ongoing gardening effort, but the intent is clear. If we can see more demand in this issue, that can also be a signal to prioritize
