Overview
This PR promotes remote code review to Stable by enabling the remote_code_review Cargo feature by default and removing FeatureFlag::RemoteCodeReview from the Dogfood-only rollout list.
Concerns
- This exposes a user-facing remote code review flow to Stable users, but the PR description does not include screenshots or a screen recording demonstrating the flow end to end.
