🌍 Introduction: Sierra Leone at a Crossroads Sierra Leone, like many African nations, faces a tough financial reality. Public debt is high, donor aid is shrinking, and domestic revenue is still too small to fund the country’s ambitious Medium-Term National Development Plan (2024–2030). By 2024, government debt stood at around $3.1 billion, with debt servicing consuming over 50% of domestic revenue. This left little room for social services, infrastructure, or growth-oriented investments.

Traditional sources of financing — foreign aid and taxes — are no longer enough. The big question is: How can Sierra Leone fund sustainable development without sinking deeper into debt or over-relying on donors?

The 2025 Policy Conference explored this question by comparing Sierra Leone’s financial landscape with Kenya’s success in diversifying funding. The report highlights both the constraints Sierra Leone must overcome and the opportunities it can seize to build a resilient, inclusive financial system.

💡 The Current Financing Landscape Sierra Leone’s economy is under pressure. Despite modest growth, its fiscal base is weak:

Domestic Revenue: Tax reforms lifted the revenue-to-GDP ratio from 7.4% in 2023 to 8.8% in 2024. Still, this is far below the regional average of 13–16%.

Aid Dependence: Foreign aid continues to fill major gaps, but donors are cutting back globally, leaving Sierra Leone exposed.

Debt Burden: Local borrowing dominates. Treasury bills carry interest rates of around 40%, crowding out private businesses that need credit.

In short: Sierra Leone’s government budget is eaten up by debt payments, aid is unreliable, and domestic resources are scarce. Without reform, development goals remain a dream.

🚧 Key Constraints to Alternative Financing The report identifies five big obstacles holding Sierra Leone back:

Weak Credit Ratings — Poor debt history and high arrears scare off investors. Sierra Leone cannot issue diaspora bonds or tap global markets cheaply like Nigeria or Ghana.

Shallow Capital Markets — Stock and bond markets are almost non-existent. Pension funds and insurers stick to government debt, starving businesses of investment.

Small Private Sector — The economy relies on mining, construction, and a handful of service firms. SMEs struggle as banks prefer lending to the government.

Governance & Regulation Issues — Corruption, weak rule of law, and inconsistent policies discourage long-term investors. Unclear tax incentives and slow financial regulations hold back fintech and innovation.

Low Financial Inclusion — Only 24% of adults had access to formal finance by 2019. Mobile money use is growing, but mostly for simple transfers, not savings or investments.

Together, these barriers make it extremely difficult for Sierra Leone to mobilize the billions needed for sustainable growth.

🌟 Opportunities for Alternative Financing But the picture isn’t all gloomy. The report highlights six promising opportunities Sierra Leone can leverage — many inspired by Kenya’s experience.

NGO Diversification Instead of relying solely on foreign donors, NGOs in Kenya raise funds locally through social enterprises, domestic philanthropy, and community-driven campaigns. Sierra Leone’s NGOs can follow suit by: Building trust with local philanthropists, Launching income-generating projects and Strengthening grant-writing capacity.

Engaging Foundations & Donors Global philanthropic foundations like Gates, Ford, and Rockefeller are investing heavily in Africa. By improving accountability and showing measurable results, Sierra Leonean organizations could attract similar support.

Corporate Partnerships & CSR In Kenya, Safaricom’s CSR foundation has transformed communities. If Sierra Leone creates tax incentives and frameworks for mining, telecom, and banking firms to align CSR with national goals, this could channel millions into health, education, and infrastructure.

Diaspora Bonds & Remittances Sierra Leone’s diaspora sends home $560 million annually (about 10% of GDP), but most of it goes to consumption. Structured diaspora bonds, savings plans, and remittance-linked products could transform this into a powerful investment pool.

Impact Investing & Blended Finance Sub-Saharan Africa attracted $11 billion in impact investment in 2022, mostly in Kenya, Nigeria, and South Africa. By combining donor grants with private capital (blended finance), Sierra Leone could attract investors to sectors like agriculture, renewable energy, and healthcare.

Fintech & Mobile Money Kenya’s M-Pesa revolution proved fintech can boost savings, lending, and crowdfunding. Sierra Leone recently launched the Salone Payment Switch (SaPS) in 2025, a big step toward digital payments. With better regulation and consumer trust, fintech could be a game-changer for financial inclusion.

📖 Lessons from Kenya: A Case Study Kenya has built one of Africa’s most diverse financing ecosystems. Here’s how Sierra Leone can learn:

From debt to development

NGO Resource Mobilization: Organizations like AMREF and SHOFCO combine donor aid with domestic fundraising, social enterprises, and microfinance.

Corporate Partnerships: Equity Bank and Safaricom channel billions into community development.

Diaspora Engagement: Kenyan banks offer diaspora-focused savings, loans, and investment products.

Enabling Regulations: The Public Benefit Organizations Act supports NGO accountability, while fintech-friendly regulation allowed M-Pesa to scale.

Innovative Finance: Kenya’s first green bond (2019) raised $40 million for student housing — proof that impact-driven investors are ready when frameworks are strong.

For Sierra Leone, the lesson is clear: with strong institutions, partnerships, and regulations, alternative finance can thrive.

🏛️ Policy Options & Recommendations The report proposes five strategic actions Sierra Leone must take:

Strengthen the Enabling Environment — Pass laws supporting impact bonds, blended finance, and fintech while improving NGO accountability.

Build Institutional Capacity — Train NGOs and government officials in grant-writing, blended finance, and results-based management.

Incentivize Private Sector & Philanthropy — Offer tax breaks for CSR and create a Sierra Leone Philanthropy Forum.

Develop Diaspora Platforms — Establish a Diaspora Engagement Office and issue diaspora bonds for infrastructure and housing.

Promote Blended Finance Innovations — Launch a Development Finance Facility to combine donor grants with private capital, and test impact bonds in health and education.

🔮 Conclusion: The Road Ahead Sierra Leone is at a turning point. Continuing down the path of debt and aid dependence is unsustainable. But by embracing innovation, inclusivity, and partnerships, the country can finance its future.

Kenya’s success shows what is possible: NGOs that sustain themselves beyond aid, corporations that invest in communities, diasporas that build infrastructure, and fintech that brings millions into the financial system.

For Sierra Leone, the challenge is not a lack of opportunities — it is the courage to reform, the will to innovate, and the commitment to accountability. If the country seizes this moment, it can build a resilient, diverse, and forward-looking financing system that powers sustainable development.

As someone deeply passionate about creating sustainable solutions for community development, I’ve spent the past few years immersed in the art and science of donor engagement. Through Impact Resch, my mission has been to bridge the gap between grassroots organizations and the resources they need to thrive.

The Challenge

One common thread I’ve observed in many organizations — large and small — is the struggle to identify, engage, and secure donor funding effectively. Whether it’s a rural school looking to build classrooms or a community-based organization working on food security, the story is often the same:

Lack of access to networks where funding opportunities exist.

Limited knowledge of what donors are looking for in a proposal.

Inability to diversify funding sources to ensure financial sustainability.

I started Impact Resch to change that narrative.

My Approach: A Holistic Strategy

At Impact Resch, I bring a tailored, results-driven approach to donor engagement and resource mobilization. Every organization is unique, so I focus on three critical areas to ensure success:

Strategic Donor Mapping: I guide organizations to identify donors whose priorities align with their mission. This targeted approach increases the likelihood of success and eliminates wasted effort.

Compelling Storytelling: Donors are not just funding projects; they’re investing in impact. I work closely with organizations to refine their narratives, focusing on real-life stories and data that demonstrate the transformative power of their work.

Capacity Building: Beyond securing funding, I train organizations to sustain donor relationships, manage resources effectively, and measure their impact. This ensures long-term success and growth.

Success Stories

Working with organizations across various sectors, I’ve helped secure funding for projects ranging from education to environmental conservation. One recent success involved mentoring a small NGO in writing their first-ever winning grant proposal, which brought in $50,000 for a climate adaptation project.

These moments reaffirm my belief that with the right tools and guidance, any organization can unlock its potential to drive local impact.

Why Work with Me?

If you’re an NGO, donor, or investor looking to:

Connect with impactful grassroots organizations,

Develop winning fundraising strategies,

Build a pipeline of sustainable projects,

…then Impact Resch is your go-to partner.

My personal journey has been fueled by a deep commitment to amplifying the voices of underrepresented communities and ensuring that funding flows to where it’s needed most.

Opportunities for Collaboration

I’m always open to partnering with like-minded individuals and organizations to create solutions that matter. Whether you’re looking for expert advice on donor engagement, training workshops, or a trusted partner to manage your fundraising efforts, let’s work together to create change.

Ready to Make an Impact?

Let’s connect and explore how we can fuel sustainable development together.

Securing one-time funding is important, but building long-term relationships with donors can provide consistent support for your NGO’s mission. In this post, I’ll share strategies to foster donor relationships that go beyond the grant proposal process and help your organization secure sustainable funding.

1. Prioritize Transparency and Communication
Donors want to know their contributions are making a difference. Ensure you maintain open communication throughout the life of the grant. Regular updates, progress reports, and sharing both successes and challenges can go a long way in building trust.

Strategy Tip: Set up regular communication channels, such as quarterly reports, newsletters, or one-on-one meetings with key donors.

2. Demonstrate Impact with Data
Donors want to see the results of their investment. Use data and case studies to highlight the tangible outcomes of your projects. Donors feel more confident when they see that their support is directly contributing to real-world change.

Strategy Tip: Use data visualization tools to present impact reports in a clear, engaging way. Show before-and-after comparisons to highlight the positive changes your organization is achieving.

3. Be Responsive and Engaged
Keep your donors engaged beyond the proposal stage. When they see your commitment to the cause and the people you serve, they’re more likely to support you in the long run.

Strategy Tip: Host donor appreciation events, workshops, or briefings to keep donors informed and involved with your organization’s activities. This will foster a deeper connection to your mission.

4. Show Appreciation and Acknowledge Contributions
Everyone wants to feel valued, including donors. Publicly acknowledge their contributions in your annual reports, events, or on your website. A thank-you email or a personal note can make a significant impact.

Strategy Tip: Create donor recognition programs or offer special acknowledgments at events to make your donors feel appreciated and part of your mission.

5. Cultivate a Partnership, Not Just a Transaction
Treat your donors as long-term partners in your mission. This mindset helps you build a deeper, more committed relationship. Engage them in strategic conversations about the direction of your organization, and ask for their input on major decisions or projects.

Strategy Tip: Involve donors in strategic planning or allow them to play an advisory role in your organization. This will help them feel invested in your NGO’s success.

6. Align with Their Interests and Values
Donors are more likely to support you if your goals align with their values. Take the time to understand their priorities and frame your projects in ways that resonate with their interests.

Strategy Tip: Regularly review donor interests and update them on how your projects are evolving to meet those shared values.

Conclusion: Building a Strong Donor Relationship is a Journey, Not a One-Time Event
Developing sustainable funding for your NGO doesn’t end when the grant is awarded. It’s about continuous engagement, transparency, and showcasing the impact your organization is making. By building lasting relationships with your donors, you can create a strong foundation for long-term success.

Securing funding is essential for non-governmental organizations (NGOs) to achieve their mission and expand their impact. Writing a compelling grant proposal is a critical skill that can make the difference between winning or losing funding opportunities. This guide outlines key tips for crafting effective grant proposals, focusing on aligning with donor priorities, showcasing impact, and using data effectively. Additionally, we’ll highlight common mistakes to avoid.

Step 1: Understand Donor Priorities

Every donor has specific objectives, values, and funding priorities. Before starting your proposal, research the donor thoroughly:

Review Donor Guidelines: Understand the focus areas, eligibility criteria, and submission requirements.

Align Missions: Show how your NGO’s goals align with the donor’s objectives.

Analyze Past Grants: Study previously funded projects to identify trends and key areas of interest.

Tip: Customize your proposal for each donor. Generic applications often get overlooked.

Step 2: Define Clear and Measurable Objectives

Your proposal should outline clear goals that address a specific problem. Strong objectives are SMART:

Specific: Clearly define what you aim to achieve.

Measurable: Include metrics to track progress.

Achievable: Ensure your goals are realistic given the resources available.

Relevant: Align with both the donor’s priorities and community needs.

Time-bound: Specify a timeline for achieving results.

Example Objective: “Provide 500 underprivileged students in rural Kenya with access to quality education materials within 12 months.”

Step 3: Use Data to Strengthen Your Case

Data adds credibility to your proposal and demonstrates your organization’s expertise. Include:

Baseline Data: Highlight the scope of the problem with facts and figures.

Impact Metrics: Provide data from previous projects to showcase your NGO’s effectiveness.

Projections: Use realistic forecasts to show the potential impact of the proposed project.

Tip: Use visuals such as graphs or infographics to make complex data easier to understand.

Step 4: Build a Strong Narrative

Donors are drawn to stories that connect emotionally and logically. Structure your narrative as follows:

Introduction: Briefly introduce your NGO, its mission, and your track record.

Problem Statement: Describe the issue you aim to solve, supported by evidence.

Proposed Solution: Explain how your project addresses the problem and why it’s effective.

Implementation Plan: Detail the activities, timeline, and responsible parties.

Budget Justification: Provide a clear breakdown of how funds will be used.

Expected Outcomes: Highlight the tangible and measurable results.

Step 5: Develop a Realistic Budget

A transparent and well-justified budget is critical for building trust with donors. Include:

Detailed Costs: Break down expenses into categories (e.g., personnel, equipment, travel).

Cost Efficiency: Demonstrate how the funds will be used effectively.

In-kind Contributions: Highlight other resources your NGO is contributing.

Tip: Avoid inflating numbers. Unrealistic budgets can raise red flags with donors.

Step 6: Proofread and Follow Submission Guidelines

Small errors can undermine an otherwise strong proposal. Before submitting:

Proofread Thoroughly: Check for typos, grammatical errors, and formatting issues.

Adhere to Guidelines: Ensure your proposal meets the donor’s submission requirements, including page limits and document format.

Seek Feedback: Have colleagues or external reviewers provide constructive feedback.

Common Mistakes to Avoid

Being Too Generic: Tailor each proposal to the donor’s specific interests.

Overloading with Jargon: Use clear, concise language that non-experts can understand.

Ignoring Data: Failing to include evidence weakens your credibility.

Weak Problem Statements: Clearly define the issue and its significance.

Lack of Focus: Avoid including unnecessary details that detract from the core message.

Conclusion

Writing a compelling grant proposal requires thorough research, clear communication, and attention to detail. By aligning with donor priorities, showcasing measurable impact, and using data effectively, your NGO can increase its chances of securing vital funding. Avoid common mistakes, and remember that every proposal is an opportunity to build relationships and demonstrate your organization’s value.

Ready to take your grant writing to the next level?
