									<p>Expressions of interest are invited for appointment as a member of the Pastoral Land Board for a term of four years.</p><p>The Pastoral Land Board is established under the <em>Pastoral Land Act 1992</em> and plays an important role in the sustainable management of the Northern Territory’s pastoral estate. Board members undertake a range of statutory functions, including:</p><ul><li>Monitoring and reporting to the Minister on the condition and use of the pastoral estate</li><li>Facilitating compliance with lease conditions, permits, and approved activities</li><li>Assessing applications for land clearing and non‑pastoral use</li><li>Providing advice to the Minister on matters related to pastoral land management under the Act</li></ul><div> </div><p>The Minister is seeking suitably qualified individuals with a range of skills and experience relevant to the pastoral industry, land management, or statutory decision‑making. 									<div data-olk-copy-source="MessageBody">The Fair Work Commission has announced a 4.75% increase to the National Minimum Wage and minimum rates of pay across all modern awards.<br /><br /></div><div>The increase will apply from the first full pay period on or after 1 July 2026. Businesses employing staff under a modern award should be aware that the increase applies not only to base rates of pay, but also to overtime rates, penalty rates, and a range of allowances and loadings.<br /><br /></div><div>For award-free employees, the National Minimum Wage will increase to $26.44 per hour, or $1,004.90 per week based on a 38-hour week.<br /><br /></div><div>While updated award pay guides are still being finalised, employers should begin considering how the increase may affect their workforce and payroll arrangements. Businesses that currently pay above-award rates may be able to absorb the increase, provided employees continue to receive at least the applicable minimum entitlements.<br /><br /></div><div>NTCA members are encouraged to review their employment arrangements and seek professional advice if they are unsure how the changes apply to their business. Updated award rates are expected to be released shortly before 1 July.</div><div> </div><div>Further information is available from the Fair Work Commission and Fair Work Ombudsman, or through your employment relations adviser.</div>								</div>

While carbon projects and markets are touched on briefly, the focus is on understanding the fundamentals first.</p></div><div><p class="x_MsoNormal">Please note that Tash and Hollie work for the Northern Territory Cattlemen’s Association (NTCA). 									<div class="x_elementToProof" data-olk-copy-source="MessageBody">The North Australia Beef Research Council (NABRC) has released its Producer Identified RD&amp;A Priorities for 2026–2028, outlining the key issues northern producers want future research, development and adoption investment focused on over the next three years. Importantly, the priorities have been developed directly through producer input via Regional Beef Research Committees across northern Australia, including strong NT representation through ASPIAC, BRAC and KPIAC.<br /><br /></div><div class="x_elementToProof">The priorities reflect many of the practical challenges producers continue to raise across the Territory, with a strong focus on labour efficiency, animal health, productivity, welfare outcomes and improving decision-making in extensive northern systems. A major theme throughout the document is the development of practical technology that can deliver real-time information and faster management decisions on-property, including crush-side diagnostics, pregnancy detection, disease monitoring and automated treatment systems.<br /><br /></div><div class="x_elementToProof">Animal health and welfare also feature heavily, with priorities including longer-lasting buffalo fly and tick controls, improved pain relief and wound treatment options, vaccine development for reproductive diseases and consolidated “one-shot” treatment systems that reduce handling and improve efficiency in large-scale operations. Several priorities also focus on better understanding productivity losses, including calf loss, woody thickening, land condition and the long-term economics of improved pasture systems.<br /><br /></div><div class="x_elementToProof">The document also highlights growing industry interest in sustainability, natural capital and genetics, while recognising the need for tools and frameworks that are practical, regionally relevant and commercially useful for northern production systems. Importantly, one of the priorities directly acknowledges the ongoing challenge of extension and adoption across the beef industry, recognising the gap that often exists between research being completed and meaningful uptake on-property.<br /><br /></div><div class="x_elementToProof">NTCA acknowledges and thanks the NT producers who continue to contribute their time and expertise through Regional Beef Research Committees and broader industry engagement. 										<content:encoded><![CDATA[<p class="wp-block-paragraph">The Northern Territory Cattlemen’s Association says nothing in today’s Federal Court judgment in the 2011 Live Cattle Export Brett Cattle Company Class Action changes the 2020 finding that the then Federal Government acted unlawfully when it shut down live cattle exports to Indonesia in 2011.</p>



<p class="wp-block-paragraph">Claimants to the class action say that despite the Federal Court decision, all options are on the table and the fight for justice will continue on behalf of everyone involved, including all those whose livelihoods have been irreversibly impacted.</p>



<p class="wp-block-paragraph">NTCA Chief Executive Officer Romy Carey said today’s judgment was not the outcome affected families, businesses and communities had hoped for, and the industry would now take time to carefully consider the decision and its implications.</p>



<p class="wp-block-paragraph">“Today’s decision is deeply disappointing, particularly for the families and businesses who have carried the financial, emotional and personal cost of the 2011 live export shutdown for more than a decade. “We are awaiting the Court’s full reasoning and will now take the time to carefully consider all options available to us,” Mrs Carey said.</p>



<p class="wp-block-paragraph">In 2020, the Federal Court found the former Minister’s decision to suspend live cattle exports to Indonesia was unlawful and amounted to misfeasance in public office.</p>

<p class="wp-block-paragraph">“That remains a landmark victory for northern Australia and a historic moment for accountability in Australian agriculture.”</p>
</blockquote>



<p class="wp-block-paragraph">The 2011 suspension of live cattle exports to Indonesia caused immediate and severe disruption across the northern cattle industry, affecting producers, exporters, transporters, agents, veterinarians, contractors, small businesses and regional communities.</p>



<p class="wp-block-paragraph">Mrs Carey said today’s judgment does not, and cannot, rewrite history.</p>



<p class="wp-block-paragraph">“This industry did not imagine the damage caused by the 2011 ban,” Mrs Carey said.</p>



<p class="wp-block-paragraph">“Confidence in a critical trade was shaken overnight. Cattle were stranded, businesses were brought to a halt, families lost income and commercial relationships were damaged.”.</p>



<p class="wp-block-paragraph">“The Court has already found that the decision was unlawful. That finding stands.”</p>



<p class="wp-block-paragraph">Mrs Carey said the case focuses on lawful government decision-making and accountability.</p>



<p class="wp-block-paragraph">“This case has always been about something fundamental: governments must act lawfully, proportionately and with proper regard for the consequences of their decisions,” Mrs Carey said.</p>



<p class="wp-block-paragraph">“This industry was not asking for special treatment. It was asking for lawful treatment and the 2011 suspension was unlawful. While the decision may affect the damages pathway, it doesn’t change the central fact.”</p>



<p class="wp-block-paragraph">The NTCA acknowledged the Brett family, the lead applicants, the adjoining parties, the Australian Farmers’ Fighting Fund and the class action members who have carried the case through more than a decade of litigation.</p>



<p class="wp-block-paragraph">“This has been an extraordinary act of courage and endurance by the Brett family and every person who stood with them,” Mrs Carey said.</p>



<p class="wp-block-paragraph">“We acknowledge those who are no longer with us and who never got to see this chapter fully resolved. “We also acknowledge the toll this has taken on families, businesses and communities who have had to relive the consequences of that decision through years of legal proceedings.”</p>



<p class="wp-block-paragraph">Mrs Carey said the Commonwealth must now act as a model litigant and bring the matter to a close.</p>



<p class="wp-block-paragraph">“The Commonwealth should not treat today’s outcome as a licence to walk away from the people harmed by an unlawful government decision,” Mrs Carey said.</p>



<p class="wp-block-paragraph">“A model litigant does not simply fight because it can. It acts fairly, resolves matters where it should, and recognises when people have waited long enough.</p>



<p class="wp-block-paragraph">“The Commonwealth has had repeated opportunities to resolve this matter. It should now return to the table in good faith and work to bring finality to affected families and businesses.”</p>



<p class="wp-block-paragraph">Mrs Carey said any attempt to portray today’s decision as a vindication of the 2011 ban would be wrong. “Let us be very clear: the government did not win the central argument of unlawful government action, nor does it erase the wrongdoing, the impact or the need for government accountability” Mrs Carey said. </p>



<p class="wp-block-paragraph">Mrs Carey said the live cattle trade remains one of northern Australia’s most important industries and a critical part of Australia’s relationship with South-East Asia.</p>



<p class="wp-block-paragraph">“The live cattle trade is a legitimate, highly regulated and strategically important industry,” Mrs Carey said. “It supports regional jobs, underpins northern development and contributes to food security across our region.</p>



<p class="wp-block-paragraph">“The lesson from this case remains clear: decisions that affect regional industries must be lawful, evidence-based and proportionate.”</p>



<p class="wp-block-paragraph">“When government gets it wrong, the consequences are real. Today does not change that.”</p>

									<div class="x_elementToProof" data-olk-copy-source="MessageBody">NTCA Chief Executive Officer Romy Carey and Director Don White attended the annual Importer–Exporter Meeting in Jakarta last week, joining Australian and Indonesian livestock industry representatives to discuss the future of one of the Northern Territory cattle industry’s most important export relationships.<br /><br /></div><div class="x_elementToProof">The annual meeting brings together exporters, importers, peak industry bodies and service delivery organisations from both countries to work through key trade issues, welfare improvements, biosecurity challenges and market development opportunities.<br /><br /></div><div class="x_elementToProof">For the Northern Territory, these discussions are particularly important given Indonesia remains a cornerstone destination for Territory feeder cattle and a major driver of confidence across the northern live export trade.<br /><br /></div><div class="x_elementToProof">A major focus of this year’s meeting was biosecurity, particularly in relation to the evolving Lumpy Skin Disease (LSD) situation within Indonesia and the recent outbreak reported in Bali.<br /><br /></div><div class="x_elementToProof">There was broad support from both Australian and Indonesian stakeholders for continued practical cooperation on disease preparedness, recognising that livestock health capability within Indonesia is directly linked to trade continuity, importer confidence and long-term market stability.<br /><br /></div><div class="x_elementToProof">Industry participants and Importers were strongly supportive of the rollout of a practical Lumpy Skin Disease vaccination program within Bali, with importers reinforcing the importance of proactive intervention and ongoing technical cooperation to minimise disease risk and maintain confidence across the supply chain.<br /><br /></div><div class="x_elementToProof">A number of additional discussions were also held with attendees outside the formal meeting regarding what practical support may be required from industry to assist implementation of such a program should it proceed.<br /><br /></div><div class="x_elementToProof">Animal welfare also remained a central part of discussions, with updates provided on the practical in-market welfare programs continuing across Indonesian facilities, including infrastructure improvements, slaughter training, stunning clinics and ongoing supply chain repair works.<br /><br /></div><div class="x_elementToProof">These programs continue to deliver measurable improvements across the supply chain while also reinforcing Australia’s commitment to maintaining world-leading welfare standards in market.<br /><br /></div><div class="x_elementToProof">The meeting also examined broader market access and development opportunities, including the ongoing ESCAS review, import permit reliability, stronger communication around existing industry programs and future opportunities for in-market product development.<br /><br /></div><div class="x_elementToProof">This included the revival of feeder steer competitions, expansion of the YARN nutrition network to support continued professional development for feedlot nutritionists, stronger Australian product identity associated with live cattle and technical support to assist importers and feedlots in developing higher-value retail offerings.</div><div class="x_elementToProof"> </div><div class="x_elementToProof">NTCA will continue to work closely with exporters, importers and national industry bodies to ensure the Northern Territory remains actively engaged in protecting and strengthening this critical market.</div>								</div>

<div class="x_elementToProof">Twenty participants from across the region came together for the course, delivered by Bush Agribusiness and secured by NTCA &amp; KPCA with support from the Northern Hub through the Future Drought Fund. Developed by Meat &amp; Livestock Australia, Business EDGE is a nationally recognised program focused on strengthening financial literacy, risk management and business decision-making in livestock enterprises.<br /><br /></div>
<div class="x_elementToProof">The northern cattle industry continues to demonstrate strong technical capability. Programs like this complement that strength by building confidence in the financial side of the business. The course provides practical tools to better understand business performance, ask the right questions and support more informed decision-making. It also provides an opportunity for participants at different stages of their careers to step back from day-to-day operations and take a broader view of their business.<br /><br /></div>
<div class="x_elementToProof">It was also great to see 2026 Georgina Pastoral Future NTCA participant Tim Weir among the group, alongside a number of engaged participants. Tim and several others spoke with Charles Geary from ABC Country Hour during the week, sharing their perspectives on the course and the value of strengthening business capability across the industry. Their interview featured on the 1 May episode.<br /><br /></div>
<div class="x_elementToProof">The Alice Springs course marks the final Business EDGE delivery within this broader project, which has been rolled out across the Northern Territory and Western Australia in partnership with the Kimberley Pilbara Cattlemen’s Association. The program will continue through 2026 with additional preparation and planning workshops and field days, reinforcing these learnings in a practical, on-ground context.</div>

Grounded in real-world experience and designed to solve on-station challenges,” Ms Carey said.</p>
