Hey, I would like to take over a plugin thats been in active for 2yrs?

Description
I was wondering how I can go about doing this. The original creator seems to be not around anymore and he only posted this one plugin and nothing else.

I have been updating it in the support forum for the mean time. I was hoping someone could get a hold of him and ask or maybe just let me take over since its been in active for 2yrs. The plugin works find with the latest version of WordPress that is why I would like to re-activate it.
