ကြ်ႏု္ပ္တို႔ အမ်ဳိးသားဒီမိုကေရစီ အဖြဲ႔ခ်ဳပ္သည္ ျပည္ေထာင္စု ျမန္မာႏိုင္ငံကို ျပည္သူလူထုအေပါင္း ေမွ်ာ္မွန္းထားသည့္အတိုင္း ဒီမိုကေရစီႏိုင္ငံအျဖစ္ တည္ေဆာက္သြားေရး ၾကိဳးပမ္းရာတြင္ လက္ငင္းၾကံဳေတြ႔ေနရေသာ ႏိုင္ငံေရး အက်တ္အတည္းမ်ား အားလံုးကို ေျဖရွင္းႏိုင္ရန္ ရည္ရြယ္လ်က္ အဖြဲ႔ခ်ဳပ္ဗဟိုအလုပ္အမႈေဆာင္အဖြဲ႔၊ ျပည္နယ္-တိုင္း စည္း႐ုံးေရးအဖြဲ႔ဝင္မ်ား၊ ယေန႔ထက္တိုင္ အဖြဲ႔ခ်ဳပ္ႏွင့္အတူတကြ ရပ္တည္ေနၾကေသာ ျပည္သူ႔လႊတ္ေတာ္ ကိုယ္စားလွယ္မ်ား၊ အမ်ဳိးသမီးလုပ္ငန္းအဖြဲ႔ ကိုယ္စားလွယ္မ်ား၊ လူငယ္လုပ္ငန္း ေဖာ္ေဆာင္ေရးအဖြဲ႔ ကိုယ္စားလွယ္မ်ားသည္ ရန္ကုန္ၿမိဳ႕ အေနာက္ ေရႊဂံုတိုင္လမ္းရွိ အဖြဲ႔ခ်ဳပ္ အစည္းအေဝးခမ္းမ၌ ၂ဝဝ၉ ခုႏွစ္ ဧၿပီလ ၂၈-၂၉ ရက္ေန႔မ်ားတြင္ ႏိုင္ငံေရး၊ စည္း႐ုံးေရး၊ ဖြဲ႔စည္းပံု အေျခခံဥပေဒမ်ားႏွင့္ ပတ္သက္၍ ျပန္လည္သံုးသပ္တင္ျပျခင္း၊ အေျခအေနအရပ္ရပ္ကို ေတြ႔ဆံုေဆြးေႏြးညႇႏိႈင္းခဲ့ၾကသည္။ ယင္းသို႔ ေဆြးေႏြးရာတြင္ ျပႆနာအားလံုး ေျပလည္သြားေစေရး အေကာင္းဆံုး နည္းလမ္းျဖစ္ေသာ ေတြ႔ဆံုေဆြးေႏြးေရး ျဖစ္ေပၚလာေစေရးအတြက္ အေျခအေနေကာင္းမ်ား ဖန္တီးေပးႏိုင္မည့္ အစီအစဥ္မ်ားကို အမ်ားသေဘာတူညီၾကသည့္အေလ်ာက္ ျပည္သူလူထုအား အသိေပးႏိုင္ရန္ ဤ ေရႊဂံုတိုင္ေၾကျငာစာတမ္းကို ထုတ္ျပန္ေၾကျငာလိုက္သည္။
အဖြဲ႔ခ်ဳပ္သည္ ႏိုင္ငံ၏ ျပည္သူလူထုအက်ဳိးကို ေရွ႕႐ႈလ်က္ လက္ငင္းၾကံဳေတြ႔ေနရေသာ ႏိုင္ငံေရး အက်ပ္အတည္းမ်ားျဖစ္သည့္ ဦးတင္ဦး၊ ေဒၚေအာင္ဆန္းစုၾကည္ အပါအဝင္ ႏိုင္ငံေရး အက်ဥ္းသားအားလံုး ျခြင္းခ်က္မရွိ အျမန္ဆံုးလႊတ္ေရး၊ ဖြဲ႔စည္းပံု အေျခခံဥပေဒ ျပန္လည္ သံုးသပ္ျပင္ဆင္ေရး၊ တိုင္းရင္းသားလူမ်ဳိးမ်ားအားလံုး အခြင့္အေရးတန္းတူညီမွ်မႈကို အေျခခံသည့္ စစ္မွန္ေသာ ျပည္ေထာင္စုၾကီး တည္ေဆာက္ေရး၊ ၁၉၉ဝ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲရလဒ္ ျဖစ္ေသာ ျပည္သူ႔လႊတ္ေတာ္ကို တနည္းနည္းျဖင့္ အသိအမွတ္ျပဳေရးတို႔သည္ လက္ငင္းေျဖရွင္းရမည့္ အဓိကျပႆနာမ်ားျဖစ္သည္ဟု ယူဆသည္။ ဤကိစၥမ်ားအေပၚ အဖြဲ႔ခ်ဳပ္၏ ရပ္တည္ခ်က္မ်ားမွာ –
(က) ဦးတင္ဦး၊ ေဒၚေအာင္ဆန္းစုၾကည္အပါအဝင္ ႏိုင္ငံေရးအက်ဥ္းသားအားလံုး ျခြင္းခ်က္မရွိ လႊတ္ေပးေရး။
(ခ) ဖြဲ႔စည္းပံုအေျခခံဥပေဒ (၂ဝဝ၈) ျပန္လည္ျပင္ဆင္ေရး။
ဒီမိုကေရစီႏိုင္ငံေတာ္အသစ္တရပ္ တည္ေဆာက္ရန္ ဒီမိုကေရစီမူမ်ားအေပၚ အေျခခံေသာ ႏိုင္ငံေတာ္ဖြဲ႔စည္းပံု အေျခခံ ဥပေဒတရပ္ လိုအပ္သည္။ ႏိုင္ငံေတာ္ေအးခ်မ္းသာယာေရးႏွင့္ ဖြံ႔ၿဖိဳးေရးေကာင္စီ၏ အာဏာတည္ျခင္းမရွိေသးေသာ ဖြဲ႔စည္းပံုအေျခခံဥပေဒ (၂ဝဝ၈) တြင္ ဒီမိုကေရစီအေျခခံမူဝါဒမ်ားႏွင့္ မကိုက္ညီသည့္အခ်က္မ်ား ပါဝင္ေနသည္။ ထို႔ေၾကာင့္ တိုင္းရင္းသားလူမ်ဳိးမ်ား အပါအဝင္ ျပည္သူအေပါင္း (…..) ဖြဲ႔စည္းပံုအေျခခံဥပေဒ ျဖစ္လာေစရန္ အထူးလိုအပ္သည္။
(ဂ) စည္း႐ုံးေရး။
တိုင္းရင္းသားလူမ်ဳိးမ်ားတစ္စုတစ္ေဝးတည္း ေနထိုင္လ်က္ရွိသည့္ ျပည္ေထာင္စုျမန္မာႏိုင္ငံတြင္ တိုင္းရင္းသားလူမ်ဳိးအားလံုး အခြင့္အေရး တန္းတူညီမွ်မႈ၊ တဦးေပၚတဦး ျဖဴစင္ေသာေစတနာ ထားႏိုင္မႈတို႔ကို အေျခခံေသာ ညီၫြတ္မႈ တည္ေဆာက္ရမည္။ (…..) ေရခံေျမခံေကာင္းတြင္သာ စစ္မွန္ေသာ ဒီမိုကေရစီ ရွင္သန္ဖြံ႔ၿဖိဳးႏိုင္ေပမည္။ ထို႔ေၾကာင့္ ႏိုင္ငံေရးပါတီမ်ားအားလံုး လြတ္လပ္စြာ စည္း႐ုံးလႈပ္ရွားခြင့္ ရွိရမည္။ သို႔ျဖစ္ရာ ၂ဝဝ၃ ခုႏွစ္ ေမလ ၃၁ ရက္ေန႔မွ စတင္ကာ ယာယီဟုဆိုၿပီး ခ်ိတ္ပိတ္ထားခဲ့ေသာ အမ်ဳိးသားဒီမိုကေရစီ အဖြဲ႔ခ်ဳပ္၏ ျပည္နယ္-တိုင္း စည္း႐ုံးေရးအဖြဲ႔ ႐ုံးမ်ား၊ ၿမိဳ႕နယ္စည္း႐ုံးေရး အဖြဲ႔႐ုံးမ်ားႏွင့္ တိုင္းရင္းသား ႏိုင္ငံေရးပါတီ (႐ုံး) မ်ားကို အျမန္ဆံုးဖြင့္ေပးရန္ လိုအပ္သည္။
(ဃ) ၁၉၉ဝ ျပည့္ႏွစ္ ပါတီစံု ဒီမိုကေရစီ အေထြေထြေရြးေကာက္ပြဲ ရလဒ္ကို အသိအမွတ္ျပဳေရး။
ယေန႔ကာလတြင္ ျပည္သူ႔လႊတ္ေတာ္ ေရြးေကာက္ပြဲဥပေဒ ပုဒ္မ (၃) ႏွင့္အညီ ၁၉၉ဝ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲရလဒ္ျဖစ္ေသာ ျပည္သူ႔လႊတ္ေတာ္ကို တနည္းနည္းျဖင့္ အသိအမွတ္ျပဳေရး စီစဥ္ေဆာင္ရြက္ရန္ အထူးလိုအပ္ေနသည္။ သို႔မွသာ ဒီမိုကေရစီ၏ အစဥ္အလာေကာင္းမ်ားကို ထိန္းသိမ္းရာ ေရာက္ေပမည္။ သို႔မဟုတ္ပါက ႏိုင္ငံေတာ္ ေအးခ်မ္းသာယာေရးႏွင့္ ဖြံၿဖိဳးေရးေကာင္စီ အေနျဖင့္ မိမိျပ႒ာန္းထားေသာ ဥပေဒကို မိမိကိုယ္တိုင္ ခ်ဳိးေဖာက္ရာ ေရာက္ရွိေနေပလိမ့္မည္။
(င) ေတြ႔ဆံုေဆြးေႏြးေရး။
အမ်ဳိးသား ဒီမိုကေရစီအဖြဲ႔ခ်ဳပ္သည္ ေတြ႔ဆံုေဆြးေႏြး အေျဖရွာေရးကို (၁၉၈၈) ခု ကတည္းကစ၍ အစဥ္တစိုက္ ၾကိဳးပမ္း ေဆာင္ရြက္လ်က္ရွိသည္။ အမ်ဳိးသား ဒီမိုကေရစီအဖြဲ႔ခ်ဳပ္ အေထြေထြအတြင္းေရးမႉး ေဒၚေအာင္ဆန္းစုၾကည္ကလည္း ႏိုင္ငံေရးလိုအပ္ခ်က္အရ ေျပာင္းလြယ္ျပင္လြယ္ သေဘာထားျဖင့္ ေဆာင္ရြက္ႏိုင္စြမ္းရွိသည္ဆိုေသာ အခ်က္ကို ေအာက္ပါအတိုင္း ပြင့္ပြင့္လင္းလင္း ေျပာၾကားထားခဲ့ၿပီးျဖစ္သည္။
“ျမန္မာျပည္သူလူထုအတြက္ အက်ဳိးျပဳမယ့္ ရလဒ္ေကာင္းရဖို႔ဆိုရင္ က်မတို႔ အမ်ဳိးသား ဒီမိုကေရစီအဖြဲ႔ခ်ဳပ္က ျပင္သာ ေျပာင္းသာစြာနဲ႔ ေတြ႔ဆံုေဆြးေႏြးမယ္လို႔ မၾကာခဏ ေျပာထားခဲ့ၿပီးျဖစ္ပါတယ္။ ဒါေပမဲ့ ဒီလို ေတြ႔ဆံုေဆြးေႏြးတာဟာ အဖြဲ႔ခ်ဳပ္ေကာင္းစားဖို႔ ဦးတည္ေဆြးေႏြးမႈမ်ဳိး မျဖစ္သင့္သလို အာဏာပိုင္မ်ားေကာင္းစားဖို႔ ဦးတည္ေဆြးေႏြးတာမ်ဳိးလည္း မျဖစ္သင့္ပါဘူး။ ျမန္မာျပည္သူလူထု ေကာင္းစားေရးအတြက္ ဦးတည္ရလိမ့္မယ္” ဟု ေျပာထားၿပီးျဖစ္သည္။
သို႔ျဖစ္ရာ လက္ငင္းၾကံဳေတြ႔ေနရေသာ ျပႆနာအားလံုးကို ေျဖရွင္းႏိုင္ရန္ ေတြ႔ဆံုေဆြးေႏြးပြဲမ်ား မျဖစ္မေနက်င္းပေရး စီစဥ္ေဆာင္ရြက္ပါရန္ အဖြဲ႔ခ်ဳပ္က ႐ိုးသားျဖဴစင္စြာ စိတ္ေကာင္းေစတနာျဖင့္ ထပ္မံတိုက္တြန္းလိုက္သည္။
အဖြဲ႔ခ်ဳပ္က ေမွ်ာ္မွန္းထားေသာ ေဆြးေႏြးပြဲ အစီအစဥ္မ်ားမွာ ေအာက္ပါအတိုင္းျဖစ္သည္။
(၁) ၾကိဳတင္စည္းကမ္း သတ္မွတ္ထားျခင္း မရွိေသာ ေတြ႔ဆံုေဆြးေႏြးပြဲကို ဆံုးျဖတ္ေပးႏိုင္မည့္ ပုဂၢိဳလ္မ်ား ပါဝင္တက္ေရာက္ကာ အျပန္အလွန္ေလးစားမႈႏွင့္ အမ်ဳိးသားျပန္လည္သင့္ျမတ္မႈကို အေျခခံထားသည့္ ေတြ႔ဆံုေဆြးေႏြးပြဲမ်ား အျမန္ဆံုးက်င္းပရန္

(၃) ေဆြးေႏြးပြဲမွ ထြက္ေပၚလာမည့္ ရလဒ္မ်ားကို ျပည္သူ႔လႊတ္ေတာ္ ေရြးေကာက္ပြဲ ဥပေဒအရ ဖြဲ႔စည္းမည့္ ျပည္သူ႔လႊတ္ေတာ္တြင္ အတည္ျပဳခ်က္ ရယူျခင္းျဖင့္ ၁၉၉ဝ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲရလဒ္ကို အသိအမွတ္ျပဳရာေရာက္ေအာင္ စီစဥ္ရမည္။
(၄) လႊတ္ေတာ္က အတည္ျပဳၿပီးျဖစ္ေသာ သေဘာတူ ဆံုးျဖတ္ခ်က္မ်ားအရ ထြက္ေပၚလာမည့္ အနာဂတ္ ႏိုင္ငံေရးလမ္းေၾကာင္းအတိုင္း သက္ဆိုင္သူမ်ားအားလံုးက ဒီမိုကေရစီ ႏိုင္ငံေတာ္သစ္အတြက္ တညီတညြတ္တည္း ဆက္လက္ေဖာ္ေဆာင္သြားရန္ တို႔ ျဖစ္သည္။
(စ) ေနာင္ေပၚေပါက္လာမည့္ ေရြးေကာက္ပြဲဆိုင္ရာ သေဘာထား။
အဖြဲ႔ခ်ဳပ္သည္ ေဖာ္ျပပါ (…) ျပႆနာမ်ားကို ေတြ႔ဆံုေဆြးေႏြး ေျဖရွင္းျခင္းျဖင့္သာ ေရရွည္တည္တံ့မည့္ ႏိုင္ငံေရးတည္ၿငိမ္မႈ၊ ႏိုင္ငံဖြံ႔ၿဖိဳးတိုးတက္မႈကို ရရွိႏိုင္မည္ဟု ယံုၾကည္သည္။ ႏိုင္ငံေတာ္ ေအးခ်မ္းသာယာေရးႏွင့္ ဖြံ႔ၿဖိဳးမႈေကာင္စီအေနျဖင့္ ေတြ႔ဆံုေဆြးေႏြးေျဖရွင္း ေျပလည္ေရးဆီသို႔ မ်က္ႏွာမမူဘဲလ်က္ ေနာင္လာမည့္ ေရြးေကာက္ပြဲကို တဖက္သတ္ အစီအစဥ္ျဖင့္ က်င္းပခဲ့လွ်င္ အဖြဲ႔ခ်ဳပ္က မည္သို႔ ရပ္တည္သြားမည္ဆိုသည္ကို ျပည္သူလူထုအား အသိေပးရမည္ျဖစ္သည္။
ဒီမိုကေရစီခရီးတြင္ ေရြးေကာက္ပြဲကို ျဖတ္သန္းရမည့္ မွတ္တိုင္တခု ျဖစ္သည္ဟု အဖြဲ႔ခ်ဳပ္က လက္ခံထားသည္။ အဖြဲ႔ခ်ဳပ္သည္ ဒီမိုကေရစီတိုက္ပြဲကို စြန္႔ခြာမည္မဟုတ္။ အဖြဲ႔ခ်ဳပ္သည္ မည္သည့္အေျခအေနတြင္မဆို ျပည္သူလူထုႏွင့္ တသားတည္း ရွိေနမည္ျဖစ္သည္။
သို႔ျဖစ္ရာ ႏိုင္ငံေတာ္ ေအးခ်မ္းသာယာေရးႏွင့္ ဖြံၿဖိဳးေရးေကာင္စီက ေနာင္ေပၚေပါက္လာႏိုင္မည့္ ေရြးေကာက္ပြဲကို မိမိအစီအစဥ္ျဖင့္ တဖက္သတ္ က်င္းပမည္ဆိုပါက –
(၁) အဖြဲ႔ခ်ဳပ္ေခါင္းေဆာင္မ်ားအပါအဝင္ ႏိုင္ငံေရးအက်ဥ္းသားမ်ားအားလံုး ျခြင္းခ်က္မရွိ ျပန္လႊတ္ေပးလွ်င္
(၂) ၂ဝဝ၈ ဖြဲ႔စည္းပံုအေျခခံဥပေဒမွ ဒီမိုကေရစီ စံႏံႈန္းမ်ားႏွင့္ မကိုက္ညီသည့္ အခ်က္မ်ားကို ျပင္ဆင္ေပးလွ်င္
(၃) အားလံုးလႊမ္းၿခံဳပါဝင္ႏိုင္မည့္ လြတ္လပ္၍ တရားမွ်တေသာ ေရြးေကာက္ပြဲအျဖစ္ ႏိုင္ငံတကာက ေစာင့္ၾကပ္ေလ့လာမႈကို ခြင့္ျပဳလ်က္ က်င္းပမည္ဆိုလွ်င္ – အမ်ဳိးသား ဒီမိုကေရစီအဖြဲ႔ခ်ဳပ္သည္ ျပည္သူလူထု တရပ္လံုး၏ အက်ဳိးစီးပြားကို သယ္ေဆာင္ႏိုင္ေရး ေမွ်ာ္မွန္း၍ ေပၚေပါက္လာမည့္ ႏိုင္ငံေရးပါတီမ်ား မွတ္ပံုတင္ျခင္း ဥပေဒႏွင့္ ေရြးေကာက္ပြဲႏွင့္ စပ္လ်ဥ္းေသာ ဥပေဒတို႔ကို ေလ့လာၿပီး အထူးကိစၥတရပ္အေနျဖင့္ အေလးထားစဥ္းစား၍ ေရြးေကာက္ပြဲကို ဝင္ေရာက္ယွဥ္ၿပိဳင္ရန္ ရည္ရြယ္ေၾကာင္း ဤေရႊဂံုတိုင္ ေၾကညာစာတမ္းကို အေလးအနက္ ထုတ္ျပန္ေၾကညာလိုက္သည္။

COUNCIL OF THE EUROPEAN UNION
The Council adopted the following conclusions:
1. The Council reaffirms the European Union’s unwavering commitment to the people of Burma/Myanmar in achieving a peaceful transition to a legitimate civilian system of government, to fight poverty and to improve their social and economic conditions. The Council recognises that the political and socio-economic challenges facing the country can only be addressed through genuine dialogue with all stakeholders, including those from ethnic groups. The Council notes, however, that the authorities of Burma/Myanmar have still to take the steps necessary to make the planned 2010 elections a credible, transparent and inclusive process, based on international standards. It calls for the release of Daw Aung San Suu Kyi and all other political prisoners and detainees.
2. In these circumstances, the Council deems it necessary to extend the current EU Common Position by another year, including the restrictive measures. The Council underlines its readiness to revise, amend or reinforce the measures it has already adopted in light of developments on the ground. The Council reiterates that the EU stands ready to respond positively to genuine progress in Burma/Myanmar. The EU remains open to dialogue with the authorities of Burma/Myanmar and is willing to meet them at ministerial level in the margins of the ASEM Foreign Ministers Meeting in Hanoi in May 2009.
3. The Council urges the government of Burma/Myanmar to engage more with the international community, to work towards a peaceful transition to democracy. It reaffirms the EU’s support for the Good Offices Mission of the UN Secretary General and his Special Advisor, Mr Gambari, and welcomes their continued personal commitment to further the political process. The EU will continue to promote the action of the Group of Friends of the SG and step up its dialogue on this issue, and on its implications for regional stability, with key actors, including ASEAN and its Member States, the United States, China, India and Japan. The EU encourages the authorities of Burma/Myanmar to engage the UN in a meaningful manner. In this context, the Council expresses its full support for the continued work of EU Special Envoy Piero Fassino in support of UN efforts, as well as coordinating with Asian partners, and in this context invites the Burma/Myanmar authorities to cooperate with him.
4. The Council welcomes the adoption of the Resolution 10/27 of the UN Human Rights Council and urges the authorities of Burma/Myanmar to comply with it, in full cooperation with the Special Rapporteur on the situation of Human Rights in Myanmar, Mr Quintana, whose extended mandate the Council welcomes. The Council is concerned by the deprivation of fundamental rights of ethnic minorities in Burma/Myanmar, in particular over the situation of the Rohingya ethnic minority in Northern Rakhin State, and urges the authorities to recognize their right to citizenship, and to protect all their human rights.
5. The Council welcomes the extension of the mandate of the Tripartite Core Group in coordinating post-Cyclone Nargis rehabilitation efforts, and hopes that the TCG will be able to continue its effective role in facilitating the flow of international assistance. In this context, it is critical that unfettered access by humanitarian agencies continues to be ensured. The EU recalls its large and growing role as a donor to the country and stands ready to increase its assistance to the people of Burma/Myanmar further.”

Opposition sets conditions
YANGON- THE party of Myanmar opposition leader Aung San Suu Kyi Wednesday set stiff conditions for taking part in elections planned for 2010 by the ruling junta, including the release of the detained icon.
The National League for Democracy (NLD) issued a statement after a two-day meeting in Yangon to decide on its stance ahead of the polls, which critics have derided as a sham intended to entrench the generals’ power.
The statement said that it ‘intends to participate in the elections’ but only if all political prisoners including leaders of the NLD are ‘unconditionally’ released from jail.
Secondly it also demanded changes to a controversial army-backed constitution approved in May 2008 – days after Cyclone Nargis ravaged the country – under which the vote will be held.
The constitution gives the army a major role in any future government.
The third condition set by the NLD was that the elections had to be ‘inclusive, free and fair’ and held under international supervision.
The NLD said it also wanted to be able to study Myanmar’s upcoming party registration act and the law relating to the elections.
The military, which has ruled impoverished Myanmar since 1962, has announced the polls next year under its so-called ‘road map to democracy’.
Diplomats say the junta may be aiming for a date in March 2010.
Nobel peace laureate Aung San Suu Kyi’s party won a landslide victory in 1990 elections but the military never let it take office.
Aung San Suu Kyi, 63, who won the Nobel prize in 1991, has been detained for most of the past two decades, mostly isolated from the outside world, only receiving visits from her doctor and lawyer. — AFP

ျမန္မာႏုိင္ငံတ၀န္းက တုိင္းနဲ႔ျပည္နယ္ အသီးသီးက ကုိယ္စားလွယ္ေတြ တက္ေရာက္လာၿပီး အန္န္အယ္လ္ဒီပါတီရဲ႕ ႏုိင္ငံေရး ေရွ႕လုပ္ငန္းစဥ္ေတြအတြက္ ေဆြးေႏြးၾကမယ့္ ၂ ရက္ၾကာ စုံညီအစည္းအေ၀းပဲြေတြကုိ လုံၿခံဳေရးအာဏာပုိင္ေတြရဲ႕ ေစာင့္ၾကပ္ၾကည့္႐ႈမႈ ေအာက္မွာပဲ က်င္းပလုိက္တာပါ။ အထူးသျဖင့္ကေတာ့ တက္ေရာက္လာတဲ့ ကုိယ္စားလွယ္ေတြၾကား စစ္အစုိးရက က်င္းပေပးဖုိ႔ ေျပာထားတဲ့ ေရွ႕ႏွစ္ထဲက်င္းပမယ့္ ေရြးေကာက္ပဲြကိစၥေတြ ပါ၀င္တယ္လုိ႔ အန္န္အယ္လ္ဒီက ေျပာပါတယ္။ ပါတီညီလာခံ အစေန႔ ေဆြးေႏြးမႈေတြနဲ႔ ပတ္သက္လုိ႔ ပါတီေျပာခြင့္ရ ပုဂၢိဳလ္တဦးျဖစ္တဲ့ ဦးသိန္းၫြန္႔ကုိ ဆက္သြယ္ေမးျမန္းတဲ့အခါ သူက အခုလုိစေျပာျပပါတယ္။
“ဒီေန႔ အစည္းအေ၀းပြဲ မနက္ ၁၂ နာရီမွာ စပါတယ္။ အဖြဲ႕ခ်ဳပ္ဘက္က အစီရင္ခံစာ ၃ ခု တင္ပါတယ္။ အဲဒီ ၃ ခုက ႏုိင္ငံေရးအစီရင္ခံစာ၊ ႏုိင္ငံေရးအစီရင္ခံစာကို ေဒါက္တာသန္းၿငိမ္းက တင္ပါတယ္။ ေနာက္ စည္း႐ုံးေရးအစီရင္ခံစာကို ဦးအုန္းႀကိဳင္က တင္ပါတယ္။ ဖြဲ႕စည္းပံု အေျခခံဥပေဒ ျပင္ဆင္ေရးဆုိင္ရာ အစီရင္ခံစာကို ေကာ့ကရိတ္ ေမာင္သိန္းၫြန္႔က တင္ပါတယ္။

ဒီေန႔ေဆြးေႏြးတဲ့အထဲမွာ ေရြးေကာက္ပြဲနဲ႔ ပတ္သက္တဲ့ အေၾကာင္းအရာေတြေရာ ေဆြးေႏြးျဖစ္ပါေသးလား။
“ဟုတ္ကဲ့၊ ေရြးေကာက္ပြဲနဲ႔ပတ္သက္တဲ့ အေၾကာင္းအရာေတြ ေဆြးေႏြးတယ္ဆုိတာကေတာ့ ဒီဘက္က အစီရင္ခံစာကို တုိင္းနဲ႔ျပည္နယ္ေတြက ေဆြးေႏြးခ်က္ေတြက မစုံေသးဘူး။ ၂၀၁၀ ေရြးေကာက္ပြဲနဲ႔ ပတ္သက္တဲ့ သေဘာထားေတြကို က်ေနာ္တုိ႔ဘက္ကလည္း အၾကမ္းဖ်င္း တင္ျပထားတယ္။ ပါတီ၀င္ထုနဲ႔ ျပည္သူလူထုရဲ႕ ဆႏၵ သေဘာထားေတြကို ျပန္လည္ေဆြးေႏြး တင္ျပၾကတယ္။”
အဲဒီမွာ သေဘာထားေတြက ဘယ္လိုရွိပါသလဲ။ က်ေနာ္တုိ႔နားလည္သေလာက္ဆုိရင္ တခ်ဳိ႕က ေရြးေကာက္ပြဲကို ညႇိႏႈိင္းၿပီး ၀င္သင့္တယ္။ တခ်ဳိ႕ကလည္း မ၀င္သင့္ဘူးဆုိၿပီး ေျပာတယ္။ ဘယ္လုိအျမင္ေတြမ်ား ရွိပါသလဲ။

YANGON, MYANMAR – Members of pro-democracy leader Aung San Suu Kyi’s party came from across Myanmar on Monday to discuss elections planned for next year by the ruling junta, a spokesman said.
Around 100 members of the National League for Democracy (NLD) gathered at party headquarters in Myanmar’s largest city ahead of a full meeting starting on Tuesday, said spokesman Nyan Win.
The detained Nobel Peace Laureate’s party has not yet said whether it will take part in the general elections – which critics say are a sham aimed at entrenching the power of Myanmar’s military government.
‘About 100 party members have come to headquarters. We invited organisers from states and divisions (around the country). Now we will prepare for tomorrow’s meeting,’ Nyan Win told AFP.
‘We will discuss about the coming elections. We cannot say whether we will make decisions, it will be known after the discussions,’ he added.
He said the meeting of party members from around Myanmar was usually an annual event, but did not take place last year.
The NLD won a landslide victory in the country’s last elections in 1990 but the ruling generals refused to let the party take office.
The military has announced the polls next year under its so-called ‘roadmap to democracy’. Diplomats say the junta may be aiming for a date in March 2010.
The polls are set to be held under a new constitution that was approved in May last year, days after Cyclone Nargis devastated southern regions of the country and left 138,000 people dead or missing.
Myanmar has been ruled by the military since 1962 and is under tough sanctions imposed by the US and European countries because of its human rights records and continued detention of Aung San Suu Kyi.
