Actually, petitions can make things happen, it's just that they frequently don't because they don't garner nearly enough interest.
I think the reason people seem to have the misconception that "petitions don't do shit" is because they seem to think petitions are designed to force things to happen when that is objectively not the case. Petitions are designed to show interest in something by the population en masse, the idea being that with enough interest, the petitioner can convince someone (in the case, a game company) that a course of action (porting a game series) is a good idea.
The major problem, as mentioned, is that petitions have to garner a frankly ridiculous amount of attention to even be considered worth looking at. And, as a side note to this specific petition, Sony (the company that owns Ratchet and Clank) isn't likely to ever give permission for this to be published on another platform.
