About TOP Department
The UAW Technical Office & Professional (TOP) Department services and coordinates bargaining for UAW members working for the State of Michigan, as well as county and municipal employees, engineers, health care workers, insurance industry workers, and many other technical and office professions.
History
The UAW TOP Department (then called the Office Workers Department) was set up at the 1953 convention under the direction of Walter Reuther to coordinate the organizing of auto industry workers not involved in shop-floor production — clerical workers, engineers, designers and technicians. Later, the TOP Department extended its organizing activities to white collar workers outside the auto industry, including health care professionals. In 1964, advisory councils were set up in selected geographic areas throughout Canada and the United States, the first one in Region 9, to provide a forum for white collar workers and engineers to discuss common needs.
The department services and coordinates bargaining for UAW members working for the State of Michigan, as well as county and municipal employees, engineers, health care workers, insurance industry workers, and many other technical and office professions.
What is ITOPAC?
International Technical, Office and Professional Advisory Committee (ITOPAC) is the UAW committee that connects all the Regional TOP Advisory Councils and makes sure Technical, Office and Professional members’ issues are heard at the International level. It advises the International Executive Board, works with Regional Directors, and the TOP Department to advocate for policies that protect jobs, improve our security, and support organizing new members.
To make sure the concerns of the UAW’s Technical, Office, and Professional members are well represented at the International level, the department created an Advisory Council of representatives from each UAW Region and 5 councils:
- Arts, Entertainment & Media Council
- Health Care Providers Councils
- Health Insurance Providers Council
- Private Employment Council
- And Public Employee Council

Region 2B, Local 12 – Jeep Country Federal Credit Union
Mission Statement: Jeep Country Federal Credit Union is a member owned financial cooperative that is committed to providing friendly, personal, convenient and competitive services to its member owners. The Credit Union desires to build lasting relationships with our members in order to enable our members to achieve financial well being while maintaining the Credit Union’s financial strength.
OUR HISTORY: Jeep Country FCU was originally founded in 1938 as the Willys Federal Credit Union serving employees of the Willys-Overland Motors, Inc. As the company’s owners changed, the name evolved to Jeep Federal Credit Union. As the credit union grew through the addition of select employer groups, the name was changed to Jeep Country Federal Credit Union. Membership in Jeep Country FCU is available to employees of the Jeep Assembly Plant and many more select employer groups and their families.
WHAT IS A CREDIT UNION?
Credit unions are not-for-profit financial cooperatives serving members who share something in common-employment, association membership, or residence in a particular geographic area. More than 70 million U.S. consumers are member-owners of, and receive all or part of their financial services from, the nation’s 12,047 credit unions.
PHILOSOPHY AND STRUCTURE: Credit unions are democratically owned and controlled institutions based on ‘people helping people’ principles. Credit union boards of directors are elected by members; each member has an equal vote, regardless of how much he or she has on deposit. Only members may serve as directors, and directors serve without compensation. Credit unions have no outside stockholders, so after reserves are set aside, earnings are returned to members in the form of higher dividends on savings, lower loan rates and lower cost services.
