No one understands the hassle of getting a visa better than I do - the full cooperation between the two powers made me a de facto refugee for half a year.
After 3 weeks of administrative processing, I finally got my 5-year F-1 visa in Hermosillo, which is rare for Chinese-origin robotics researchers. Those who are unable to return to their home country to apply for a US visa may consider applying there. Good Luck!

I would say the latter is definitely much harder.
Applying for a PhD in computer science is difficult, but not nearly as difficult as applying for a rental unit in Seattle. When @DJiafei and I applied for rentals, we got more rejections than when we applied for a PhD position.
