New update for validators and relay nodes. This update is preparing for Mainsail and deprecating some legacy transactions no longer used in mainsail. Validators Must Update! Regular $ARK users and holders do not need to do anything.

ARK Core v3.13.0 has been released. Update continues the deprecation of legacy v3 transaction types in preparation for Mainsail. Node operators can now update their nodes. No action is needed for regular users. Changelog: github.com/ArkEcosystem/c…
