Fuel shortage is an operational problem for the ministry, not a consumer problem. We already pay high tariffs plus capacity charges. "Standby for peaks" (your 5/9) fails the test if peaks are happening and plants still sit idle for lack of fuel.

This isn't software you can patch after launch. Once the reservoir is filled, retrofitting the power infrastructure becomes extraordinarily risky and expensive. Taxpayers will pay for the dam either way, don’t sell us a reservoir with an IOU.
