Your phone is about to stop being yours.

92 days until lockdown

Starting in 2027*, a silent update, nonconsensually pushed by Google, will block every Android app whose developer hasn't registered with Google, signed their contract, paid up, and handed over government ID.

Every app and every device, worldwide, with no opt-out.

↓

What Google is doing

In August 2025, Google announced a new requirement: starting in 2027, every Android app developer must register centrally with Google before their software can be installed on any device. Not just Play Store apps: all apps. This includes apps shared between friends, distributed through F-Droid, built by hobbyists for personal use. Independent developers, church and community groups, and hobbyists alike will all be frozen out of being able to develop and distribute their software.

Registration requires:

If a developer does not comply, their apps get silently blocked on every Android device worldwide.

Who this hurts

You

You bought an Android phone because Google told you it was open. You could install what you wanted, and that was the deal.

Google is now rewriting that deal, retroactively, on hardware you already own. After the update lands, you can only run software that Google has pre-approved. On your phone: your property, that you paid for.

Independent developers

A teenager's first app, a volunteer's privacy tool, or a company's confidential internal beta. It doesn't matter. In 2027, none of these can be installed without Google's blessing.

F-Droid, home to thousands of free and open-source Android apps, has called this an "existential" threat. Cory Doctorow calls it "Darth Android".

Governments & civil society

Google has a documented track record of complying when authoritarian regimes demand app removals. With this program, the software that runs your country's institutions will exist at the pleasure of a single unaccountable foreign corporation.

The EFF calls app gatekeeping "an ever-expanding pathway to internet censorship."

Google's "escape hatch" is a trap door

Google says "power users" can "still install" unverified apps. Here's what that actually looks like:

  1. Delve into System Settings, find About Phone
  2. Tap the build number seven times to enable Developer Mode
  3. Dismiss scare screens about coercion
  4. Enter your PIN
  5. Restart the device
  6. Wait 24 hours
  7. Come back, dismiss more scare screens
  8. Pick "allow temporarily" (7 days) or "allow indefinitely"
  9. Confirm, again, that you understand "the risks"

Nine steps. A mandatory 24-hour cooling-off period. For installing software on a device you own.

Worse: this flow runs entirely through Google Play Services, not the Android OS. Google can change it, tighten it, or kill it at any time, with no OS update required and no consent needed.

This is bigger than Android

If Google can retroactively lock down billions of devices that were sold as open platforms, every hardware manufacturer on the planet is watching.

The principle being established: the company that made your device gets to decide, after you've bought it, what software you're allowed to run. In software, this is called a "rug pull"; but at least you could always install competing software. In hardware, it is a fait accompli that strips you of your agency and renders you powerless to the whims of a single unaccountable gatekeeper and convicted monopolist.

Android's openness was never just a feature. It was the promise that distinguished it from iPhone. Millions chose Android for exactly that reason. Google is now revoking that promise unilaterally, on devices already in people's pockets, because they've decided they have enough market dominance and regulatory capture to get away with it.

Ars Technica: "Google's Apple envy threatens to dismantle Android's open legacy."

But wait, isn't this...

"...just about security?"

The security rationale is a smokescreen. Google Play Protect already scans for malware independent of developer identity. Requiring a government ID doesn't make code safer. It makes developers identifiable and controllable. Malware authors can register. Indie developers and dissidents often can't. The EFF is blunt: identity-based gatekeeping is a censorship tool, not a security one.

"...still sideloading if you use the advanced flow?"

Nine steps, 24-hour wait, buried in Developer Options, delivered through a proprietary service that Google can revoke whenever they want. That's not sideloading. That's a deterrence mechanism built to ensure almost nobody completes it. And since it runs through Play Services rather than the OS, Google can tighten or kill it silently.

"...only a problem if you have something to hide?"

Whistleblowers, journalists, and activists under authoritarian governments will be the first victims. People in domestic abuse situations are next. All these groups have legitimate reasons to distribute or use software without putting their legal identity in a Google database. Anonymous open-source contribution is a tradition older than Google itself. This policy ends it on Android.

"...the same thing Apple does?"

Apple has been a walled garden from day one. People chose Android because it was different. "Apple does it too" is a race to the bottom and a weak tu quoque argument. And under regulatory pressure (the EU's Digital Markets Act), even Apple is being forced to open up. Google is moving in the opposite direction: attempting to further entrench its gatekeeping status.

"...just $25 and some paperwork?"

Maybe, if you're a developer in the US with a credit card and a driver's license. Try being a student in sub-Saharan Africa, or a dissident in Myanmar, or a volunteer maintaining a community health app. The cost isn't only financial: you're surrendering government ID and evidence of your signing keys to a company that routinely complies with government demands to remove apps and expose developers.

Fight back

Everyone

  • Install F-Droid on every Android device you own. Alternative stores only survive if people actually use them.
  • Contact your regulators. Regulators worldwide are genuinely concerned about monopolies and the centralization of power in the tech sector, and want to hear directly from individuals who are affected and concerned.
  • Share this page. Link to keepandroidopen.org everywhere.
  • Push back on astroturfers. The "well, actually..." crowd is out in force. Don't let them set the narrative.
  • Sign the change.org petition and join the over 100,000 signatories who have made their voices heard.
  • Read and share our open letter
  • Tell Google what you think of this through their own developer verification survey (for all the good that will do).

Developers

Do not sign up. Don't join the program by signing up for the Android Developer Console and agreeing to their irrevocable Terms and Conditions. Don't verify your identity. Don't play ball.

Google's plan only works if developers comply. Don't.

Google employees

If you know something about the program's technical implementation or internal rationale, contact tips@keepandroidopen.org from a non-work machine and a non-Gmail account. Strict confidence guaranteed.

"Without Youtube Revanced on my android phone in september 2026 i have to use official youtube and i hate it when google wants to make more money and everything and will have to kill the apk files ive enjoyed for a long time, even lucky patcher app owners will have to use their money on their favorite app to waste money and so much more...and by the news of the google update it makes me upset and angry about it. Im standing up to prove who i am and will be using youtube revanced app instead of official youtube app for people like me, i will never give up and will protest with other android users who are against google for our glory. #FreeAndroid #JusticeForAndroid #MakeGoogleGoneForever "

"As an Android developer, I care deeply about security and privacy, and I also care about user choice. Restricting APK usage and sideloading does not “fix” security. It centralizes control and limits legitimate use cases like testing builds, F-Droid, enterprise/internal apps, and accessibility tools. Android should protect users with strong warnings, permissions, and verification, not by making alternative distribution harder. If this is forced, I’ll move to something like GrapheneOS, and I’m saying that as a Pixel daily driver. "

"Android is built on the Linux kernel and draws much of its foundation from the GNU/Linux ecosystem. The spirit of that ecosystem is openness, transparency, and user freedom. Limiting APK installation beyond reasonable security safeguards risks shifting Android toward a controlled ecosystem rather than keeping it an open platform. Security improvements are important, but they should not come at the expense of developer independence, open-source distribution, and users’ freedom to install software responsibly. Instead of restricting APK usage, a better approach would be to improve user education, provide clearer warnings, and offer optional security layers that protect users without limiting their freedom. "

Alireza, change.org

"Google, which has long positioned itself as a defender of freedom on the internet, now seems to be taking worrying steps by trying to limit the installation of apps outside of the Google Play Store. This move not only restricts users' freedom of choice, but also centralizes even more power in the hands of a single corporation, creating a closed and controlled environment. By forcing developers to comply with its rules and fees, Google eliminates the possibility of cheaper or even free alternatives, making the Android ecosystem more restricted and expensive. Moreover, this decision goes against the very essence of Android, which has always been based on freedom of customization and access. It's a setback for users who seek greater control over their devices and privacy. Limiting app installations outside the Play Store is not just a matter of convenience, but a matter of respecting user autonomy. "

Júnior, change.org

"I find it frankly baffling how Google is trying to erase one of the selling points of their products because of their need to control Android even further. "

Theo, change.org

"APKs are the lifeblood of Android's open ecosystem. They let developers distribute apps outside the Play Store, free from Google's 30% cut and arbitrary takedown policies. They give users in underserved regions access to apps unavailable in their country's store. They power the emulation community, open-source projects, and beta testers who help improve software before it reaches the masses. When Google restricts APK usage through warnings, permission walls, or outright blocks, it quietly dismantles the very openness that made Android worth choosing over iOS in the first place. It punishes legitimate users for the sins of bad actors, while determined bad actors find workarounds anyway. "

AJ, change.org

"It is and has always been important to be able to install an app. Countless times I get an app update that breaks something and I have to downgrade to the old version until it is fixed. This simple and necessary fix will not be possible if APKs are limited. "

"It started with apple restricting our freedoms to software due to their desire to control their users. Now that same desire to control us has reached android a platform built on freedom. This is the final stance we can take against a future where you own nothing in the name of safety. "

"I have been antagonistic towards the Google play store and its selection of poor-quality apps. By taking away the ease of sideloading apps, I might as well have bought a brick with some precious metals in it. None of us do not have to take Google's mandate. "

"APKs have been very useful to me for getting games I would otherwise have to get overseas with my dad earlier. "Why would you change what is by far the most appealing aspect of your operating system? Why would you choose to take the thing that set Google apart from Apple and imitate them? A locked down, dumbed down, "My way or the highway" approach to your user base is insulting, and now people will be desperately trying to find out create a new option, and you'll have no way to compare favorably even against your biggest competitor because you're choosing to be in the same boat. "

Michael, change.org

"We shouldn't have the decision to sideload apps stripped from us so more of our data can be stolen from under our noses. Regardless, since we all know you care about your profit margins more than anything else I'd like to point out that you're depriving yourselves of potential profits. The small developers that are honing their skills developing apps that; for whatever reason; they can't or don't want to publish through you, they may create the next viral app as a result of their efforts. "I have found great use of android APKs. Because of them I can run comunity devoulped apps like Winalator, a Wine wraper for android, allows me to play windows games on my phone. Theres also PhoneVR, a free and open source app allowing me and many others to rededicate old phones into capable VR headsets, for free! I also get to play old games like Asphalt 8 retry, a mod that fixes alot of the pay-to-win gripes of Asphalt 8's current form. Same goes for Bad Piggies reborn, a free comunity mod adding loads of content and improvments to the origonal game! Not to mention open source app stores like FDroid. By locking down android, your losing support from people like me. Do you really want to kill the reason android is great? Just for a few dollars more? Are you going to just dismiss the people that made you great? We're not just numbers on a spread sheet you know, we're people too. We don't need protected by governments and companys. All that does is remove freedom, dehummanize people, and make people who cant think for themselfs. Whats next? Burning books? In the direction we're heading, we're not far from becoming the socity in Ferenheight 451. "

George, change.org

"One of the only reasons I use Android today is because of the openness of the operating system. Without it there is no reason why I would pick an Android phone over an iPhone. Most of the apps I use are not found on the playstore because I like to tinker a lot. I also like to make small applications for myself, my co-workers, and friends. Requiring a fee would completely shut down my ability to create niche apps that I already wouldn't be profiting on. "

LANDON, change.org

"The iOS user experience is invariably more polished and seamless than any Android device. In the tablet market especially, Android can't hold a candle to iOS when it comes to usable. For the entirety of Android's existence, the freedom to use our devices the way we want, rather than being beholden to the whims of a manufacturer, has been THE reason to use Android. Not a reason, not the most important or compelling reason, THE ONE AND ONLY REASON. To remove or hamper the ability to sideload apps is to remove Android's only reason to exist. Remember, no matter how many of our rights and abilities you remove with regard to how customers use their devices, there's one right you cannot touch: our right to purchase an objectively easier to use iOS device. "

Pranam, change.org

"Google's promise was that Android would remain an open ecosystem allowing developers to freely play in an open sandbox and build applications without requiring a central authority. Users are capable of determining and accepting risk on their own, and the barrier to sideloading is high enough to keep most general users safe. It's been shown that even Play Store's security reviews are not perfect and that malware makes its way onto the platform, so there is no basis for this change other than greed and overreach. "

Cameron, change.org

"I've been using Apk Apps since I was 6. 6! I'm 18 now. If you do this, your removing something that's a Part of My Life and also maybe some people too. This Is what makes Android Unique, This Is the Gift and the Power of Android! If you take It away, you're also taking away the freedom people believed this system to have, this freedom allows users to truly own their devices! And your only just taking It away like nothing, like this system hasn't existed since the launch of Android! Like Seth mentioned, Android started as an open operating system, you have simply turned It Into a reskinned Apple OS. You're better then this. The stop button Is right there, Just click It... ❤️‍🩹 "

"To move forward with the developer verification process is both anticompetitive and counter intuitive. Google stands to lose it's only incentive to attract users and developers. To build from a foundation of open source/free software to this is simple greed. Without such foundations Android wouldn't exist today, nor would modern technology. This process will simply hurt consumers, developers, and Google as a company. It will bring forth a new competitor who cares about digital freedom and open source software. Please reconsider. Don't be evil. "

"One of the biggest things, if not the biggest thing, Android has had over Apple for the longest time is the freedom of the user to make the phone theirs through downloading third party apps, through developers making their own applications without being required to release it through an app store that requires a fee to put it on. My own personal experience has been that I could play one of my favorite games that's no longer on the app store. With these new restrictions and requirements Google is proposing in September, we would lose that freedom, and would become no better than Apple "

Morgan, change.org

"Using Android has always meant having the freedom to customize your experience to your hearts content, this would be the end of an era. This would also be the end of many small app developers that can't or won't conform to the what one might say 'invasive' requirements to publish an app. You can say goodbye to FOSS and side loading which is a huge part of Android customization. "

sebastian, change.org

"Without users being able yo choose where they get their apps from, smartphones will be a completely locked down means of computing. It does not protect the average user's data, it just makes it so that only the people that Google says can harvest and sell are doing it. They aren't going to vet those people, they're just going to collect their entry fee. "

Nick, change.org

"I've been an Android user since 2.1 on my LG Ally in 2010. In all that time I've used a single iOS device and ran straight back to Android for one major reason: Control. Android offered a level of control over my own device that Apple simply did not. Unfortunately, over the last several years Google has decided it prudent to strip away the "privelage" of using my device how I see fit. With each new update, Android becomes more similar to the locked-down iOS platform that I shied away from. With this detestable update, why would I stick with Android? If Android becomes a less privacy-focused iOS, why would I not simply migrate back to Apple's platform? "

Nathaniel, change.org

"Literally one of the only things Android has going for it compared to iOS. You want this gone, fine -- then what advantage do you possibly imagine Android would have over iPhones? Do you really think people are going to continue to buy crap Pixels with Tensor chips at the same price as an iPhone? Android has ALWAYS been about uplifting device ownership. You get rid of APK side loading, you kill the damn OS once and for all. "

We already pay for every aspect of our time on this earth. The fact that they want to make it so you can't go anywhere but them? It's a giant flashing LED sign that says monopoly. And I say to not let it happen, for privacy, for ownership, for the right to do what we want with the stuff we buy. "

"Competition is important and necessary to make anything good. We should be allowed to choose the software we wanna use. I use Linux for my computer and gaming, as well as iPadOS for my tablet, Android for my phone, and WearOS on my smart watch. I've also been watching videos and been intrigued by GrapheneOS, as it's a lot like Linux and can run the Google Play store. I've been using Android since 2017, and never even knew you could sideload apps (I thought you could only use the Google Play store). But if MacOS, Windows, and Linux let you download whatever compatible apps you want from the web, then why do phones have app stores if we don't use them on a computer? This makes no sense to me at all. If we bought a device, then we should own the device, and should be able to do whatever we want with it, whether that's destroying the device, modding the device, installing new software on the device (or even a different skin of Android, if that means prolonging the lifespan of the device), or sideloading apps. All of this is for the consumer, not the company. I love Android, and would hate to see anything bad happen to it. "

Alley, change.org

"Removing the feature that set android apart, the very feature that drove countless users to choose Android, is not something we will sit idly by and accept. These are our devices. We own them. Not the corporations. They do not get to tell us how we can and can't use our devices. You are not protecting us. You are attempting to control us, to build a monopoly and line your pockets more than you already have. "

Jorja, change.org

"Android has always been known for side loading. Android has always been better than IOS because it has side loading. Now, if Google keeps with this plan, our side loading rights will be gone. We can NOT let this happen. I have side loaded apps for years now, getting indie games and apps, getting modded apps, and so much more. I love to emulate, and there are many emulation apps that are approved on the play store. However, apps like Winlator and GameNative are not, and I would be revoked of using these apps. These apps have provided so many hours of fun to me, and without them, I wouldn't even be able to play PC games. Sign this petition to keep the freedom of Android that we should always have. "

"No reason to own a google device if I am limited in what I can do with it. "

Salvatore, change.org

"I am concerned for my privacy with this change. I chose Android under the impression that I can customize my device in ways that can help me protect my online privacy. That's something that can't be said for Apple. The decision to change Android to a closed system is going to hurt people like me who care about online privacy. Google, You're not helping your customer base by doing this. Only making them more likely to switch to iphones or flip phones. This is not the Android I've always known, It's another platform falling into the proprietary capitalism that a significant amount of the android customer base has been trying to steer away from since the early days of smartphones. "

Patience, change.org

"Me and many of my peers have been android users for over a decade, mainly due to the open nature and freedom to use my device as I wish without friction. Revoking this freedom by forcing developers into this program will harm developer privacy and freedom of speech, accessibility of development, user control over their devices, and preservation of older apps. It's not as easy as move to another OS, as the only other option is iOS and alternatives don't have as many applications needed for general day to day life. This is an overreach of power feigning "caring about user safety" to restrict user and developer freedoms "

Natasha, change.org

"who's afraid of free open source software? "

F., change.org

"Enough. Google blocking APK usage is an attack on user freedom, innovation, and fair competition. Blocking sideloading centralizes control, stifles small developers, and forces users into a gated ecosystem controlled by one corporate gatekeeper. We deserve the right to choose how we manage our devices, install software we trust, and support independent developers. Security can be improved without stripping choice — transparent warnings and user education. This is about digital sovereignty. Join our petition to demand that Google restore full, responsible APK access now. Defend openness, choice, and the future of a free app ecosystem. Sign now. "

Niall, change.org

"I sideload and digitally mod a lot of my devices, and while I was just about to consider switching to Android because of this (and Apple's limit in storage), this sort of removal of freedom, even small and masked as 'the right thing' for security, just isn't right. There's already trust issues within Apple's app store, and the 'free' stuff doesn't support developers properly, so why copy paste the same issues that made people want to switch in the first place? How else will people get apps that properly support their device that aren't locked in some way or just won't? How else will people try and test prototypes of apps? How else will people... get this... have fun with the device they bought with money to have and physically own? And yet a company wants the money to steal more water and ruin immune systems of the future. This is totally 'the right thing'. "

Laura, change.org

"I personally knew Android because of it's open nature. Seeing this made me heartbroken. I am all about rooting so sideloading is a crucial part in some rooting operations I do on my device. Now I can't have any more cool mods on my device anymore. Thanks Google. "

"Dude just stop stealing our personal information already please. -_- "

Evan, change.org

"As a hobbyist and tinkerer I rely on sideloaded apps to manage my smart devices, maintain privacy and access key items on other devices. Many of these services that I have set up would be unavailable if this goes forward. What's more there is no foreseeable reason why one shouldn't be able to modify, edit and change their own devices as they see fit. Every other computer works in this manner and Android has been no different. Maintaining this freedom is a must going forward and has one of the primary draws to the ecosystem. Google's choice to stop sideloading is not fooling anyone, it's a method of control and siloing. I left Apple because of this, don't think I won't leave Android too. "

Matthew, change.org

"Removing Android's freedom of sideloading is bad. People use Android because they have freedom, no matter the brand—Samsung, Google, etc. But now they want to get rid of our freedom; that is horrible. People who are developers who don't want to pay to publish their app on the store could, but with this going through, changes EVERYTHING. Sign this petition, Android can't go down like this. "

Deirdre, change.org

"It's been sad to see the steady decline the OS has experienced with increasingly restrictive updates implemented by Google. But this is the final straw. This update effectively forces all users to only install apps through the play store AND can shut down FOSS Android forks like Lineage, GrapheneOS, etc. So many people (including myself) rely on the amazing work the FOSS community does in the Android space. This update will force you to install the apps Google wants you to install, stop receiving OS updates when Google says so, require all Android developers to hand over their ID to Google, etc. Given Google's track record, I wouldn't trust them with all of that. :) "

Kawika, change.org

"As someone who's used Android since Android 5.0 & 4.4.4, I think being able to download and install 3rd party applications is important for EVERYONE who uses any Android device. Sideloading is a key reason why Android is beloved by most of its users and a key advantage for most power users of many different devices which gives it a major edge over Apple's iOS platform which has many of these restrictions. The difference between Android and iOS for as long as both of them have existed is that Android has been designed since the beginning as an Open-Source operating system that was ALWAYS designed to be tinkered with by the user without needing to be beholden to the whims of the big company that owns it. TL;DR, Android is an open-source OS that is better than iOS because it doesn't restrict user freedoms, even if that freedom isn't always needed by every Android user. Keep Android Open! (save Android X86 too maybe as well!) "

Andrew, change.org

"Why was Brazil the first country mentioned regarding developer verification for apps??? They want control, for pleasure!??? "

Bruno Eduardo, change.org

"This is, I believe a really dumb decision on Google's part. Personally one of the primary reasons I choose to use Android devices over IOS is because I loathe Apple's locked down environment ... Is Google now wanting to follow in Apple's coat tails with this policy ? I thought Google was about leadership and innovation, if it now wants to play second fiddle to Apple, I hope another OS comes to the forefront, I'm pretty sure one will. It may take a little while, but freedom will out in the end. And personally if Google thinks they can control what I choose to do with my own devices ... well I'm sorry Google, but THAT WILL NOT WORK FOR ME. As it is I already have to sideliad apps I want on my tablet because " they are not compatible with my device " at least according to the Play Store they are not... So tell me Google, if they are so incompatible, WHY DO THE FUNCTION PERFECTLY one I sideload them from a device that you deem to be "compatible " ?? And now you think you can stop me ? and stop me from writing my personal little apps to do other neat stuff that I like ??? I really THINK NOT and if I can no longer work on Android Devices, we'll I WILL FIND / CREATE A WORKABLE ALTERNATIVE. "

Paul, change.org

"Android should not become a locked down plarform. Especially since its built upon a lot of open source technologies. It should be the open mobile platform. Not just another walled garden. If it does that, it will just be an inexpensive version of iOS. "
