Camp Safety Act Update: February 2026
On September 5, 2025, the State of Texas took historic action to strengthen youth camp safety following the tragic flash flood this past summer in Texas’ hill country. Senate Bill 1, collectively known as the Heaven’s 27 Camp Safety Act, and House Bill 1, the Youth CAMPER Act—were officially signed into law. Our hearts and prayers continue to be with those who lost loved ones and with the families still awaiting news from that devastating event.
The state’s new safety requirements were finalized in January. In preparation this past fall, Pine Cove established an internal task force to update our emergency protocols.
The good news is that Pine Cove already met many of the standards outlined in the new legislation. Our local Emergency Management Coordinators have since reviewed our updated emergency plans and we have submitted them to state and local authorities for review; after which onsite inspections will verify our communication systems, drills, evacuation routes, and staff training.
