Free compilers

I'm looking to hear from all you in C/C++ development land on what the best free Win32 C/C++ compilers are... I've heard of DevCpp and MINGW. I've also heard that Intel and Microsoft each have their standalone command-line compilers up for download/trial. I haven't tried any of these yet. What are everyone's personal experiences with these free compilers? I'm looking to get started with doing some basic Win32 and DirectX stuff in C. Any help on what free compiler to go with will be greatly appreciated. Thanks!

BTW, I'm on Win ME (don't laugh, now)...
