About the facility

The Llobregat Desalination Plant (ATL) is a key desalination facility serving the Barcelona metropolitan area. It was built to strengthen water security and resilience in Catalonia by complementing river-sourced water, particularly during drought periods. The plant forms part of the broader water management network operated by ATL (Ens d’Abastament d’Aigua Ter-Llobregat).

The Llobregat Desalination Plant (ATL) stands among Spain’s most significant desalination facilities, with a production capacity of 60 hm³ of desalinated water per year — equivalent to 2 m³/s. The plant operates using reverse osmosis technology and incorporates energy recovery systems to improve efficiency and reduce operational costs.

The desalination process includes:

Seawater intake through two submerged towers located approximately 2.2 km offshore at a depth of 30 m, with the water conveyed through a 3 km pipeline that crosses under the Llobregat River
Pre-treatment, consisting of flotation, open (gravity) and closed (pressure) filtration systems, and cartridge filters to ensure optimal water quality before membrane filtration
Post-treatment / remineralisation, where the permeate water is treated with calcite to meet potable water quality standards.
The treated water is transferred through a 12 km pipeline to the Fontsanta reservoirs, which act as the main distribution point for the metropolitan supply system
The brine discharge system connects to the regional wastewater network, mixing with treated effluent and releasing it approximately 3 km offshore at a depth of 60 m, minimising environmental impact

THE LLOBREGAT DESALINATION PLANT (ATL) – €183 MILLION INVESTMENT

Allocated under ATL’s 2025–2029 Investment and Replacement Plan, aimed at modernising and expanding Catalonia’s desalination capacity. The facility plays a central role in ensuring reliable water supply for more than five million people in the Barcelona metropolitan area.
