Servers and domains.

Let's say, hypothetically, that I had a server connected to the internet. If I were willing to go without the handiness of a domain name (read: if I were cheap, and poor), would I be able to just link directly to the IP?

Sorry if this isn't the right place to ask this; I couldn't think of anwhere better.
