text editor for web development

I'm looking into getting my hands on a new (to me) text-based editor for use with web development coding. If it also works well as an integrated development environment for other coding, that's a nice bonus, but not terribly important at this juncture. What I'm currently using is Homesite 4.5 (last pre-Macromedia version), and I would like something with much the same functionality as that but not as bloated. Additionally, support for PHP-active web pages is important.

My reasons for wanting to switch at this time are the lack of serious PHP support in this iteration of Homesite, the bloatedness of the application, and the fact that I can't upgrade or run multiple copies legally without spending money I don't have. I absolutely have zero interest in purchasing something that I may end up not liking as much as Homesite, pirating something (especially since I will be using this in a capacity that will make money for me, which makes me particularly susceptible to lawsuit), or using trial copy of something (since this is a Windows machine, and constantly adding and subtracting programs contributes to the eventual decay of the stability of the OS).

I'm also interested in Linux-based editors compatible with KDE that have functionality as above described, though my primary concern at the moment is for something that works on my Windows machine, since that's where most of my design and testing has to take place at this time.
