The unique national emergency number dedicated to reporting cybersecurity incidents is 1911, reachable from any network in Romania, with a standard rate, available 24/7*.
* If for objective reasons your calls cannot be answered by an operator, you can leave a voicemail that will be analyzed by DNSC specialists, and you will be contacted as soon as possible.
** Users who encounter problems accessing this number must contact their mobile service provider to unblock access to short numbers with a standard rate.
Also, to report a cyber security incident in accordance with applicable legal provisions (Law no. 58/2023), you can complete the PNRISC form.
Attention! Issues regarding any cybersecurity incident reported via email addresses, forms, or phone numbers of other DNSC departments are not received or analyzed.
Very important: If you believe you are a victim of a crime, we recommend that you immediately go to the nearest police station to file a possible criminal complaint.
The National Cybersecurity Directorate is the competent authority responsible for cybersecurity and for the supervision and enforcement of measures to ensure a common high level of cybersecurity in accordance with the provisions of Government Emergency Ordinance no. 155/2024 regarding the establishment of a framework for the cybersecurity of networks and information systems in the national civil cyber space.

Details for entity registration
Considering the need to ensure proper enforcement of the law, we invite legal persons registered as operators of essential services and providers of digital services to participate in a consultation session held every Friday, lasting 45 minutes, for an indefinite period. At least 48 hours before the session starts, representatives of the legal persons will send the questions they want answered, along with the name of the entity they represent, the full name of the person attending the meeting as a representative, their position within the entity, as well as the contact details of that person, to the email address dgrc-monitorizare[@]dnsc.ro, with the subject line containing the phrase "Consultation session:". Participation will be limited to available seats in the DNSC rooms.
Important: This section is not intended to be used to report security incidents, to report such incidents please go to the PNRISC section listed above.
Anonymous petitions or those without identification data are not considered and are filed according to OG no. 27/2002. Likewise, illegible petitions or those where the request's subject is unclear are also filed.

The Single Point of Contact - SPOC is the designated entity that coordinates cooperation and information exchange regarding cybersecurity at the national and European levels, according to the NIS Directive. The SPOC acts as a mediator between national authorities and Computer Security Incident Response Teams (CSIRT), ensuring cross-border cooperation in the event of serious cybersecurity incidents.
