At EOCF, we’re committed to providing high-quality early childhood education though preschool, childcare and family services at no cost to eligible families across Clark County, Woodland and Long Beach.

Early Head Start

Early Head Start provides full-day preschool, childcare​, home-based program, and family support services for infants and toddlers (prenatal to 36 months), prenatal women in Clark County that are determined to be income-eligible based on current Federal Poverty Guidelines and Early Head Start Performance Standards

Center-Based Full-Day
Preschool and childcare programs are located at one of our two licensed childcare centers in Vancouver.

  • Monday-Friday: 6:00 am to 6:00 pm
  • Transportation: Not Provided
  • Meals Provided: Breakfast, Lunch & Snack (Infants fed on-demand)

Home-Based
Qualified teachers bring curriculum and learning supplies when they visit the home once a week for 90 minutes.

  • Monday-Friday: 8:00 am to 5:00 pm
  • Transportation: N/A
  • Meals Provided: N/A
Head Start

Head Start is a preschool program for children ages 3 to 5 years old, offered in the classroom (Center-Based) or within the family’s home (Home-Based).

Families who are determined to be income-eligible based on current Federal Poverty Guidelines and ECEAP Performance Standards may enroll. Funded in partnership with the Office of Head Start (OHS).

Center-Based
Full-Day Full-Year, School-Day, or Part-Day models provide families flexibility and balance. EOCF offers Head Start preschool programs at nearly 30 locations throughout Clark County, Woodland and Long Beach.

  • Meals Provided: Breakfast, Lunch and Snack
    Depending on participating model.

Home-Based
Within the family’s home, preschool services and resources are offered to Home-Based learners. Child & Family Educators use “Parents as Teachers” curriculum and learning supplies that support parent-child interactions, daily routines, and household materials. Group socializations occur monthly, within small groups of program children, parents, and EOCF educators.

Early Childhood Education and Assistance Program (ECEAP)

ECEAP (pronounced “E CAP”) offers preschool to children ages 3 to 5 years old. In the classroom, ECEAP is provided in Part-Day and Full-School Day models.

Families who are determined to be income-eligible based on current Federal Poverty Guidelines and ECEAP Performance Standards may enroll. Funded in partnership with the Washington State Department of Children, Family and Youth.

Center-Based
Part-Day and Full-School Day models provide families with flexibility and balance. ECEAP programs are provided at various classrooms located throughout Clark County.

    Morning or afternoon classes are available.
  • Transportation: Not Provided
  • Meals Provided: Breakfast, Lunch, and Snack
    Depending on participating model.

  • Children must meet age requirements.
  • Prenatal women must be planning to enroll their newborn after birth.
  • For Full-Day Programs: Families must be eligible to receive a subsidy through the Department of Social and Health Services (DSHS.)

Our Focus

At EOCF we place our programming focus on five key areas of influence.  Working in tandem, these provide the children we serve with a holistic influence that benefits their early development.

The Individual Child

Our preschool curriculum is high quality and is tailored to meet each child’s needs and interests. Individual learning plans and goals are created with the family, and we provide tools for each child to be successful.

Health

Children who are healthy are better learners. EOCF provides health screenings for hearing, vision, development, and height and weight. We support and encourage families in getting regular well-child care. We can help families find a physician, get insurance for their children and connect to other community resources as needed. Outdoor learning and physical activity is important for children’s development and is provided each day.

Family Engagement

All of our programs encourage family participation in the classroom. We also offer free classes with childcare for parenting and child development, health and nutrition, leadership and advocacy, budgeting and shopping, plus fun family events. Parents have an opportunity to join the Parent Policy Council. Our Family Advocates can help parents and guardians locate medical, dental, education and employment services and other community resources.

Nutrition

We provide nutritious food following USDA guidelines. Children are provided up to 2/3 of their daily nutritional requirements while attending our programs. We work closely with families, their physician and our registered dietitian to meet each child’s special dietary needs. Families can share recipes and culturally diverse meals are offered. Classes on gardening, nutrition, shopping for and cooking healthy foods are available.

Dental Care

Families are supported in getting dental checkups each year as it’s hard for children to learn when their teeth hurt. We can help families get dental insurance and find a dentist who cares for young children. All toddlers are provided a toothbrush and toothpaste in the classroom and are encouraged to brush their teeth at school each day.
