Our History…
FEEA was founded in 1986. Over our nearly forty-year history, we have supported more than 60,000 families with emergency hardship loans, disaster relief grants, scholarships, tutoring, childcare subsidies, and more all across the United States and from almost every federal department and agency.

Todd Wells is Executive Director of the Federal Managers Association and has been with FMA since 2007.
Cory Bythrow
Vice President
Cory Bythrow is the Chief of Staff of the American Federation of Government Employees (AFGE), the nation’s largest federal employee union representing 670,000 federal employees in 1,000 local chapters across the U.S. and abroad.
Steve Clifton
Treasurer
Steve Clifton worked 35 years for the Social Security Administration (SSA) serving the public as a district manager, assistant district manager, analyst, investigator, and claims specialist.
Maxanne Witkin
Secretary
Maxanne Witkin serves on the Senior Executives Association’s Board of Directors and the City of Alexandria Commission for Women where she provides guidance and advice to local and state officials on legislation and public policies impacting women.
Maximo L.C. Alonzo
Maximo L.C. Alonzo serves as the National Secretary-Treasurer of the National Federation of Federal Employees (NFFE).
Jason Briefel
Jason Briefel (he/him/his) served as a partner* (non-attorney) at Shaw Bransford & Roth, where he worked in the firm’s government affairs practice since 2012.
Doreen Greenwald
Doreen P. Greenwald, a frontline federal employee for 35 years, was elected National President of the National Treasury Employees Union (NTEU) in August 2023.
David A. Groves
The Honorable David Groves began serving as the 16th National President of the national organization of Blacks In Government (BIG) on January 1, 2025.
Pamela Hall
Pamela Hall began serving as the 25th National President of the national organization of Federally Employed Women’s (FEW) on July 22, 2022.
Kelly Reyes
Kelly Reyes, Executive Director of the Professional Managers Association (PMA), is honored to serve on the FEEA Board of Directors, proudly representing PMA’s commitment to supporting federal employees.
William Shackelford
William Shackelford is the National President of the National Active and Retired Federal Employees Association (NARFE).
Robert Tobias
President Emeritus
Robert M. Tobias retired from American University in 2023 as a Distinguished Practitioner in Residence Emeritus after 23 years.
Our Senior Staff:
Robyn Kehoe
Robyn Kehoe is FEEA’s Executive Director. With FEEA since 2000, Robyn has experienced first-hand many of the major events in FEEA’s history.
Alyssa Belskis
Alyssa Belskis rejoined FEEA in December 2023 as Deputy Director. Alyssa previously worked at FEEA beginning as an intern and moving up to Program Manager on the business subsidiary.
Aimee Clancy
Aimee Clancy joined FEEA in 2025 as Senior Program and Operations Manager. She manages several aspects of FEEA’s day-to-day business, including the annual merit-based scholarship, tutoring, and financial resiliency programs.
