Technological sovereignty of Poland and Europe 2030
Under the slogan " Technological Sovereignty of Poland and Europe 2030 " of the TIME Economic Forum will be held in Warsaw on March 9-10, 2026. Organized by the Polish Chamber of Commerce for Electronics and Telecommunications (KIGEiT) in cooperation with chambers and organizations from the ICT sector, the Forum will bring together leaders from public administration, industry, science, and media. This year's Forum will build on the conclusions reached during last year's 17th edition, which addressed the question: "How to accelerate the digitization of the EU economy? "
From diagnosis to action – conclusions from the 2025 Forum
In 2025, entrepreneurs, experts, and government officials agreed that Europe faces a choice: full digital integration or economic stagnation . They pointed out that the current digitalization paradigm requires a fundamental adjustment – from a sectoral to a horizontal approach that integrates economic, technological, and social policies.
Recommendations from the TIME 2025 Forum highlighted the need to:
- accelerating the construction of the EU digital single market,
- strengthening Europe's technological sovereignty,
- development of digital education and preparing societies for the AI era,
- cooperation between the administration and business in the spirit of the letter of intent signed by the Ministry of Digital Affairs and industry organizations,
- integration of energy, telecommunications and AI infrastructure,
- and a common defense and industrial strategy based on digital technologies.
These conclusions are reflected in the currently developed Poland's Digital Strategy 2030 , which sets the directions for the development of a digital state, secure infrastructure and a modern data market.
TIME Economic Forum 2026 – new priorities
Next year's edition will focus on the practical implementation of Poland's Digital Strategy , the implementation of new EU legislation – the AI Act , Data Act , Cyber Resilience Act , Digital Networks Act (DNA) , and Gigabit Infrastructure Act (GIA) – and on building lasting mechanisms for cooperation between the public, private, and research sectors. Forum 2026 will open the next stage of the conversation about the digital future of Poland and Europe, answering the question:
How to build a secure, resilient, and profitable digital infrastructure that will become the foundation of a modern economy?

The 18th TIME Economic Forum aims to serve not only debate but also provide concrete recommendations for national policy and European institutions. The goal is to:
- accelerating the implementation of the Poland Digital Strategy,
- defining priorities for the ICT sector and industry,
- building an effective model of cross-sectoral cooperation,
- and preparing the economy and society for the effects of technological transformation based on artificial intelligence.
Forum 2026 will become a space for dialogue in which administration, business and science will jointly look for ways to increase the competitiveness of the Polish economy and accelerate the digital integration of Europe.

Marek Woszczyk is an experienced manager who has been involved in the energy sector almost from the beginning of his over 30-year professional career. For over 18 years, he has managed key entities in the energy sector in Poland.
From 2016 to 2025, he served as General Director of PGNiG Upstream Norway, responsible for developing and implementing the company's development strategy. During this time, the company significantly expanded its business portfolio, increasing its stakes in key deposits, access to which strengthened Poland's energy security and independence. As President of the Management Board of LOTOS Upstream, he was also involved in the consolidation of the ORLEN Group's Norwegian assets.
While working at Deloitte, he also provided strategic consulting based on multi-criteria analyses for companies in the energy sector.
Previously, he served as President of the Management Board of Polska Grupa Energetyczna (Polish Energy Group). He supported both the creation of new investments ensuring stable electricity supplies and the implementation of an energy transformation strategy focused on renewable energy sources and innovative technologies. Among other things, he led the initiation of the construction of two power units at the Opole Power Plant, which have already been commissioned, and the construction and commissioning of four onshore wind farms, increasing the total installed capacity of the Group's wind farms by 70%.
From 1998 to 2013, he worked at the Energy Regulatory Office, where he held positions ranging from Specialist to President. He exercised regulatory oversight over the national energy market, regulating the activities of energy companies, as well as operational implementation in the electricity, gas, heating, and liquid fuels sectors. He was also involved in legislative work strengthening market regulations that protect consumers and increase competitiveness in the energy sector.
He has been associated with the project of the first nuclear power plant in Poland since 2014, when, as Chairman of the Supervisory Board of PGE EJ1, he oversaw management activities and provided guidelines for the investment process, including site assessments and obtaining necessary administrative decisions.
Author of numerous publications on the energy industry and financial matters. A graduate of the Gdynia Maritime University, the National School of Public Administration, and an Executive MBA from Kozminski University.

A graduate of the Faculty of Law and Administration of the Maria Curie-Skłodowska University and the Strategic Leadership Academy ICAN Institute.
She has held key positions in public administration: she was Undersecretary of State in the Ministry of Infrastructure and the Ministry of Administration and Digitization, and from 2012 to 2016, she served as President of the Office of Electronic Communications. Sławomir Cieśliński,
born in 1951, was born by the sea but has lived in Warsaw for over 60 years.
A historian by training (graduate of the University of Warsaw), his passion for the sea led him to serve for many years as a journalist and publisher of the monthly "MORZE" and an advisor to the Minister of Maritime Economy. After 1989, he held management positions in Polish and international media, advertising, and printing companies (including TVP, as a representative of Bertelsmann in Poland, Europlakat Polska, and "RUCH" SA).
He co-founded and then served as president of ELKART Electronic Card Systems from 1999 to 2001.
Since 2001, he has organized the "KARTA" Conference (renamed "Central European Electronic Card" in 2008 and "Central European Digital Payments" in 2017), the "Polish Cards and Systems" conference series since 2006, the "CommonSign" Conference in 2011, in cooperation with the Institute of Mathematical Machines and currently NASK, and the Digital Money & Blockchain Forum since 2014. In 2016, he organized the No Cash Day conference, which in 2017 became the Cashless Poland Forum.
He is a founding member of the Banking Technology Forum at the Polish Bank Association. He has been the
publisher of the "Polish Cards" Almanac since 2009.
Medien Service Sławomir Cieśliński (founded in 1990) is a member of the Polish Chamber of Information Technology and Telecommunications. Sławomir Cieśliński currently serves as Vice-Chairman of the FinTech Committee and Vice-Chairman of the SMART Committee. Sławomir Cieśliński is also a member of the Polish Information Processing Society, the Association of Medical Software Developers, and the Polish Chamber of Medical Informatics. Since 2015, he has also been a member of the Presidium of the Coalition for Cashless Transactions and Micropayments.
As Medien Service, he promotes cashless transactions, e-economy, e-government, and e-health. He is a lobbyist for common sense.
During the 12th Electronic Economy Congress, he was awarded the "Ambassador of Electronic Economy 2016" award, and in October 2019, he received the medal "For Merit to the Development of the Faculty of Economic Sciences and Management" from Nicolaus Copernicus University in Toruń.

Michał Polasik is an Associate Professor at the Faculty of Economic Sciences and Management at the Nicolaus Copernicus University in Torun, Poland, and director of the Center for Digital Economy and Finance NCU. He is the author of over a hundred academic publications on retail payments and digital finance that are widely cited. In addition, he has presented the results of his research during the most prestigious international conferences on the payment system, organized by the European Central Bank, the European Parliament, the Bank of Canada and the Bank of Finland, the Deutsche Bundesbank, and the National Bank of Poland.
He has led several large research projects, eg, the pan-European study 'PayTech Impact.EU' (http://paytech.umk.pl) financed by the National Science Center Poland, and many other research & development projects in the field of payment innovations, payment systems, e-commerce, and cryptocurrencies.

In the years 2006–2020, he held key public positions, including Minister of Finance, Deputy Minister of Foreign Affairs, President of the Polish Information and Foreign Investment Agency, Ambassador of the Republic of Poland to the OECD, and Chief Economist of the Social Insurance Institution (ZUS).
In the years 1999-2005 he was the president of PTE Allianz Polska, and previously the president and investment director of TFI Atut and a director at the Polish Development Bank.
At various times in his career, he has lectured at Polish and American universities, including Harvard Kennedy School. He holds a degree in economics from John Carroll University, a doctoral degree from Case Western Reserve University, and a PhD from the Systems Research Institute of the Polish Academy of Sciences.
Currently, in addition to managing the Institute of Public Finance, he has been the EU coordinator of the largest transport investments in the TEN-T network (Brussels) for 10 years.
Professor Paweł Wojciechowski, President of the Institute of Public Finance, is an economist with extensive experience in public policy, state finance, international institutions, and the financial sector. From 2006 to 2020, he held key public positions, including Minister of Finance, Deputy Minister of Foreign Affairs, President of the Polish Information and Foreign Investment Agency, Polish Ambassador to the OECD, and Chief Economist of the Social Insurance Institution (ZUS), participating in the processes of shaping economic policy and institutional reform.
Previously, he was associated with the financial sector for many years, serving as the President of the Management Board of PTE Allianz Polska SA in 1996–2005, as well as the President and Investment Director of TFI ATUT SA and the Director of the Fund Management Department at Polski Bank Rozwoju SA. In 1992–1995, he headed technical assistance teams supporting Poland’s economic transformation, implemented in cooperation with UNDP and USAID.
He combined his professional activities with academic and teaching work, lecturing at American and Polish universities, including Harvard Kennedy School, John Carroll University, and the Leon Kozminski Academy; until recently, he was a professor at the Faculty of Social Sciences and Humanities in Warsaw.
In addition to heading the Institute of Public Finance, for the past five years he has been the director of Whiteshield, an international strategic consultancy based in London, specializing in advising governments and public institutions. Dr. Agnieszka Jankowska has served as Vice President of the Digital Poland Foundation for almost two years. As of July 2023 Kamila was nominated as the Director of Directorate B Digital Decade and Connectivity of Directorate General for Communications Networks, Content and Technology (DG CONNECT) after acting in this position from February 2023.
