I was wondering if anyone can tell me how to do the "springy" mouse following effect seen in the nav on http://www.warpaction.com/warp.html

I have been staring at it for a couple of days, and have been known to overthink, so I figured before I rip my hair out, I'd ask to see if anyone knows offhand.
