Flash 8 Help Needed

I am using Flash 8. If a user does not have a flash player I’d like for the header to default to a static image. I don’t want a pop up offering for them to download it; I’ll have that on the homepage already. Does anyone know the best method for this – what the code is and where I need to put it? Thanks in advance for any help.
