flash buttons with links?

Hi, I have a button that when in the down state, I would like to make it so a different html page I created in dreamweaver opens as the parent. I tried to create a new behavior in flash. I selected the button I made, clicked on behaviors, made a web behavior and put in http://www.google.com just to test it out. Then I saved the file. Then I inserted the flash button into a table cell on my dreamweaver page and previewed it in safari. Nothing happened. Did I miss a step? I really don't even want to have to go through all of that, but my original attempt was just to create multiple links with different hover properties on my website. But when i tried that I failed and so I thought just making text buttons in flash and inserting those into dreamweaver would be easier. If anyone has any suggestions or advice that would be AWESOME
