avi to swf

Can anyone recommend a program that converts avi files into swf files without a significant loss of quality. I tried one and the quality got noticeably worse. Is it even possible to convert without quality loss? (I am sort of new to this). Ideally, I'd like a converter with a free trial version, so I can test it out before buying it (if it's not free).
