CD Menu

I'm curious to know if Flash has access to the file system in such a way that I can launch shortcuts. I'd like to create a menu for a software application using flash, I just want to make sure that links to the file system (i.e. setup.exe, web URL's) can be executed in flash before I go through the trouble of making a menu.
