Seperate frame rates

Thanks for the roll over help and for all of the posts that I have been reading over the past couple of weeks.

I am working on a project and I need the movie to load at one frame rate, lets say 15, but I have a scrolling timeline I need to slow down, to about 2.

Can I do that? Can I have two frame rates in one movie?
