I have a Compaq Presario CQ56 and I can't type the tilde (^) in-game to open the console menu. Does anyone have this computer and know how to do this? And also to someone who has this computer, what are the best solutions to reduce in-game lag? Thanks in advance to anyone who answers.

Like the title says. I know what everyone is thinking and I've done all the troubleshooting steps; disabled all eHome and infrared devices, checked the .ini files to make sure bAllowConsole is set to 1, even used AutoHotkey to set F12::` in an attempt to bypass it (and confirmed that F12 makes a ~ in text files). Since AutoHotkey failed I can only assume (and correct me if I'm wrong) that something is blocking the console in-game. I added -console to the launch options in the Steam GUI but that did nothing. My load order follows. In addition to these, I have Enhanced Camera and Flare Gun manually installed, along with the latest NVSE. It SHOULD be the English North American version of Fallout if that matters, since thats where I live and all.
