Do you guys know for anyreason why IE on XP refuses to open a window with javascript from a user click?

I have a new Dir of Engineering, whose completely new to the app, who doesnt seem use the app like anyone else, and is the only person having problems with these links. We have all tried it out on our Win flavor of IE and it works.
