Policy Brief: Advancing a Clean, Equitable Energy Transition through Alternatives to Investor-Owned Utilities
The energy sector needs creative solutions for addressing the worsening and unevenly distributed impacts of climate change. There is growing scientific consensus that we have already surpassed 1.5 degrees Celsius of warming, the limit that would have prevented even more dire and irreversible climate consequences like permanent ice sheet melting, loss of entire ecosystems, and intensifying ocean warming. Instead, we are on a trajectory for 2.5 degrees Celsius warming by the end of 2100.

Building Electrification in Maryland: Implementation of ZEHES
Maryland has committed to an equitable approach to achieving its ambitious climate goals while minimizing harms or costs placed on historically disadvantaged communities. One of the programs critical to achieving the state’s climate and energy goals as mandated under the Climate Solutions Now Act of 2022 is zero-emission heating equipment standards (ZEHES). Equitable implementation of ZEHES requires low-income households to be able to fully benefit from clean, efficient heating under the program. This report addresses the costs and the benefits of installing heat pumps and how to successfully and equitably deliver ZEHES to LI households in Maryland.

New Report! Protecting Communities From Harm
In the face of both direct rollbacks and a deliberate hamstringing of agency efficacy, the need for robust access to civil justice will be increasingly necessary to ensure that communities are protected as regulatory gaps widen. In this report, we present seven case studies that demonstrate how civil justice is necessary and significant to protect communities from the unreasonable actions of companies that injure many members of a community that were not prevented by federal regulation. Each case study includes a background of the harm suffered, including a discussion of intentional deceptions by industry as they relate to the use and safety of their products or services, and regulatory failures that led to the harm, as well as a discussion of the structure of the civil justice litigation brought against the wrongdoing actor or actors.
