OOo and xls
A few periods of time ago there was a post regarding OpenOffice.org's Calc spreadsheet and opening excel spreadsheets. I cant actually find the post now that I want to reference it >.<' but anyway...
If you attempt to open some spreadsheets in OOo it comes back telling you that the file is encrypted and exits. Try it on this one and see if you can reproduce the error.
This link in OOo's issuebase seems to answer the question. Apparently if the workbook is encrypted and the user saves a sheet unencrypted MS encrypts it anyway with no password. The encryption method is MS's secret.
It seems it will be fixed in OOo2.0.
