Gnome help

Ok, this is driving me absolutely nuts! I don't use Gnome. I know bloody little about it. But I'm now required to tweak some settings on Gnome for a user. For the life of me I can't figure out how to add something to the menu. This is on FC2 with Gnome 2.6x. And all I want to do, is be able to click on the "start button" - not sure what it's called in Gnome - move up to Internet and add Netscape to that menu item group. I see nothing that would let me do that. I also don't see a way to REMOVE things from that main menu. All tools and all documentation I could find on the web point to adding to panel, which is not what I'm looking for. Somebody help, please.
