SCP connection throttling.

Dear Penguinhouse Forum, I never thought I'd be writing this, but....

I've got a home server running Fedora Core and SSH. I have a remote user who copies large files from this server using WinSCP. The problem is that whenever he downloads one of these files, he murders my network and DSL connection, and sometimes takes my WiFi router along for the ride. Since I'm tired of rebooting my router and crawling along when I work from home, I'd like to find a way to throttle his SCP connection, preferably through a setting in sshd_config if possible.

Any suggestions?
