Connection Timeouts

I have a remotely hosted Debian server (VDS) that I want to use for hosting a couple of bots to make life easier (AIM and IRC, primarily). However, on this server, I cannot make outgoing connections to AIM and IRC. I've tried using naim for AIM and irssi for IRC, and attempts connecting with both time out.

However, I can wget, I can use apt-get install x to install packages, and I can use lynx to browse the Web.

Anybody have any idea what would cause something like this? I'm a novice *NIX user, so I could definitely be missing something that could seem like common sense to anyone else.
