apt question

I just started using apt (or synaptic to be precise), switching over from rpm, and as I’ve been adding to repositories, I’ve noticed directories marked “pool” which aren’t associated with any distribution and have extra software in package form not available in the rest of the repositories. You can see one here. What are these pools, and why aren’t the packages there available in the regular repositories?
