Profiling Swap Usage Under RedHat Linux Kernel 2.4.18-26

Hi..
This is my delurking post :)

I'm looking for some help, I have a problem with RedHat Linux boxes I admin, where swap is getting eaten and not deallocated, I believe this is in part due to the Kernel in use
What I'm asking for is your help in finding a command / tool which I can use to identify which of the processes on my boxes is responsible for eating up the swap.  Vmstat is useful
but it's not giving me the kind of detail I need.  I appreciate I may get some answers of the nature "upgrade your kernel!" but given the large [several thousand] servers that my company
has in Production, this is no easy undertaking as I'm sure you'll appreciate.  My thanks in advance.
