MediaWiki and uploading files

Okay, can't figure it out. I've placed "$wgEnableUploads = true;" in LocalSettings.php. I've checked that uploads are enabled in php.ini. There is still no link the in toolbox for uploading a file and I get an error message when I go to Special:Upload that says uploads are disabled. What's going on, here?

Running Ubuntu Fiesty and MediaWiki 1.7.
