Linux noob

I recently (as in, about 4 days ago. I've never had any experience with Linux before then) installed Kubuntu on my computer. I have a dual boot system on a partitioned hard drive with Windows XP on one partition, and Kubuntu on the other. I'm having a problem with the network adapter. The cable I'm using for my computer is pretty crappy, and can only handle 10 mbps. Kubuntu wants to connect at 100 mbps. So, I have to type this command into Konsole every time I boot up Kubuntu: sudo ethtool -s eth0 speed 10 duplex full autoneg off. Then I have to go into the network settings and disable, then enable the network adapter so that it picks up the IP address. I can't connect to the internet unless I do all this. Also, I'm on a LAN.
I'd like to know if there's a way I can put something in the pre-up so that it will do all of this for me automatically when I boot up Kubuntu. (I already asked in Imagegirlgeeks and on the Kubuntu support forum, but didn't get an answer to my question).

Also, I was wondering if there's something I would have to download in order to be able to read the Windows drive in Kubuntu.
